The Clinton controversy has lived to see another day. On Wednesday, The Associated Press filed a lawsuit against the State Department demanding the release of Hillary Clinton's emails and other government documents from her time as secretary of state. The AP has been more than patient: the organization has filed repeated requests -- six to be exact -- for records pertaining to Clinton's tenure as secretary. None of them have been granted. "After careful deliberation and exhausting our other options, The Associated Press is taking the necessary legal steps to gain access to these important documents, which will shed light on actions by the State Department and former Secretary Clinton, a presumptive 2016 presidential candidate, during some of the most significant issues of our time," AP's General Counsel Karen Kaiser said in a statement. The AP wants access to Clinton's email and correspondence records including her calendar and schedules while serving as secretary of state, information it says will provide necessary insight ahead of her very possible 2016 presidential run. The news service also seeks information regarding her decision to give Clinton confidant Huma Abedin a special position, as well as government documents regarding the Osama bin Laden raid and U.S. mass surveillance programs under the NSA.

A Capitol Hill couple is suing their neighbor for smoking cigarettes in his own home --between this and the Pour House closing, there is truly no place left to wallow. Michele Bachmann filmed a cameo for “Sharknado 3,” presumably to raise awareness of vaccines and their tendency to cause children to be gruesomely devoured by projectile apex predators. And lawmakers introduced a bill to ban taxpayer-funded first class travel for members of Congress, though whether our bulkhead amendment gets added on is unclear. This is HUFFPOST HILL for Wednesday, March 11th, 2015:

CONGRESS COMES TOGETHER AND FINDS AWAY TO LEAVE TRAFFICKING VICTIMS IN THE LURCH - It's about time our government stood up to jerks who are treated as chattel and ignored their situation completely. Amanda Terkel: "Harry Reid (D-Nev.) told Republicans Wednesday morning that unless they remove an anti-abortion provision from a bill on human trafficking, the popular legislation is doomed...The Justice for Victims of Trafficking Act, introduced by Sen. John Cornyn (R-Texas), would establish a fund to help victims by using fees charged to traffickers. The bill, a new version of a measure originally introduced in the previous Congress, has bipartisan support and unanimously passed out of the Judiciary Committee last month. But Democrats learned this week that the bill contains Hyde Amendment language -- a recurring rider that often gets attached to other legislation, and that restricts federal funding for abortion and other health care services. Republicans argue that the rider has been in there all along, and that senators should have read the bill. Democrats counter that when Cornyn introduced the current version of the bill, he did not make clear all of the ways in which it differed from the earlier version." [HuffPost]

Republicans are putting out their budgets next week. If they're serious about hitting a balance in 10 years, they're going to have to do some insane slashing, David Rogers reports.

KERRY TAKES AIM AT GOP IRAN LETTER - Mike McAuliff: "Kerry, testifying before the Senate Committee on Foreign Relations Wednesday, said he viewed the senators' letter as a shocking, unprecedented attempt to circumvent the nation's commander in chief. 'My reaction to the letter was utter disbelief,' Kerry said when asked about it by Sen. Chris Murphy (D-Conn.). 'You write to the leaders in the middle of a negotiation -- particularly the leaders that they have criticized other people for even engaging with or writing to -- to write then and suggest they were going to give a constitutional lesson, which by the way was absolutely incorrect, is quite stunning,' he went on. Kerry noted that presidents often do create binding agreements with foreign governments on all manner of issues without congressional approval. 'This letter ignores more than two centuries of precedent in the conduct of American foreign policy,' said Kerry, adding that the suggestion that lawmakers would be willing to undo any presidential agreements 'risks undermining the confidence that foreign governments in thousands of important agreements commit to between the United States and other countries.'" PAUL RYAN SUED OVER CAR ACCIDENT - With hard work and determination, even the poorest of individuals can avoid being hit by cars. That's the American dream. We mustn't get in its way. Legal Times: "U.S. Rep. Paul Ryan, R-Wisconsin, and his chief of staff, Kevin Seifert, face a $100,000 lawsuit over a car accident Seifert was involved in while driving Ryan’s car last year. The U.S. Department of Justice argues that Ryan and Seifert are immune against claims related to the accident and is asking for dismissal of the case. Ryan was not in the car at the time of the accident but owned the vehicle. The Justice Department acknowledged Seifert was involved in the February 2014 accident, which occurred on I-395 in Washington. In papers filed on Tuesday asking for dismissal of the case, the government said Seifert and Ryan were shielded by sovereign immunity. Seifert was 'acting within the scope of his employment' at the time of the accident, the DOJ said." [Legal Times]

LAWMAKERS INTRODUCE BILL PROHIBITING TAXPAYER-FUNDED FIRST CLASS TRAVEL - Anyone who has ever flown out of D.C. on a Thursday or, dare we say, Friday knows that this will not take easily. Hot towelettes are central to constituent outreach. The Hill: "Rep. Gwen Graham (D-Fla.) introduced legislation Tuesday that would prevent members of Congress from using taxpayer funds on first-class plane tickets. The bill would also ban lawmakers from using government funds for long-term car leases for personal use. 'It's a commonsense idea that Republicans and Democrats can both agree on: members of Congress shouldn't be able to charge taxpayers for first-class airfare or long-term personal car leases,' said Graham, who will likely be one of the most vulnerable House Democrats in the next election cycle. A statement from Graham's office said the bill is the first of multiple 'anti-perk bills' to curb luxuries for members of Congress. Rep. Rod Blum (R-Iowa) is currently listed as the bill's only cosponsor." [The Hill]

HERE'S SOME 2020 SPECULATION BECAUSE WE HATE YOU - This is really going to force Malia Obama to recalibrate her path to the 2040 nomination. "It may seem like every Republican is gearing up to run for president next year, but one GOP senator’s supporters are actually clearing a path for him to run in 2020. This week, state legislators in Arkansas are considering a bill that would allow candidates to seek multiple federal offices in the same election. The lawmaker proposing the legislation, state Sen. Bart Hester (R), said it is being written with a potential beneficiary in mind: Sen. Tom Cotton (R-Ark.). 'Tom Cotton would be my current idea of someone who should be afforded this opportunity,' Hester said, according to the Associated Press. 'Politics, if I've learned anything, it changes every day and there could be the great next hope show up tomorrow. But I don't think it's reasonable to say I wouldn't be looking at Tom Cotton to have that opportunity.' Cotton hasn't said whether he supports the effort to change the current law, according to Hester. A spokesperson for the senator did not immediately return a request for comment." [HuffPost]

The profundity of his performance as the buzzsaw-town crier hybrid will stick with you. Igor Bobic: "A star has been born. Former Rep. Michele Bachmann (R-Minn.) on Tuesday starred in a cameo for 'Sharknado 3,' the cult-classic fantasy movie series featuring vicious, airborne sharks riding deadly tornadoes from the sea. The 2012 Republican presidential candidate was spotted with a film crew outside the White House, presumably before the disaster hits Washington, D.C. 'I believe they are growing in size. Congress has to take this seriously because sharknado is a real phenomenon,' Bachmann said in a scene, before excusing herself for a vote on the Hill a couple of miles away...After several takes, which were filmed among a gathering of tourists on 1600 Pennsylvania Ave., Bachmann's first -- though we certainly hope not last -- movie role came to an end. Ferguson Chief of Police Tom Jackson told the St. Louis Post Dispatch's Christine Byers he resigned at 2:45 local time Wednesday. The resignation comes a week to the day after the Justice Department blasted his force for running a "collection agency" that routinely violated the civil rights of blacks for profit in the Missouri city. Jackson was criticized earlier for how his department initially handled protests in response to the killing of Michael Brown by Officer Darren Wilson. Ferguson's municipal judge and city manager resigned this week following the DoJ report. The executive of St. Louis County said he met with Ferguson's mayor about taking over policing of the town.

Apparently, Hillary Clinton wasn't the only person at the State Department who didn't save her emails. According to a report from the Office of Inspector General, many at State did not properly preserve emails for record-keeping purposes. Of 1 billion emails sent by employees in 2011, only 61,000 were marked for "public record." (This does not necessarily mean the rest were deleted.) While the report found that employees "have not received adequate training or guidelines" for preserving emails, it also noted that "some employees do not create record emails because they do not want to make the email available in searches or fear that this availability would inhibit debate about pending decisions." Clinton has faced criticism for operating her own private email server and never using State Department email. The AP filed suit against the State Department Wednesday to turn over Clinton's emails and other documents about her time as secretary of state.

Iraqi soldiers that the U.S. trained to fight ISIS are now under investigation for war crimes by Iraq. American and Iraqi officials told ABC News that "dirty brigades" have posted evidence of their alleged crimes online, including a "video of a handcuffed prisoner shot in the head by a man in camouflage," according to ABC. "Usually when forces commit such crimes they try to hide them. What we are seeing here is a brazen, proud display of these terrible crimes," said Sarah Leah Witson, the Middle East executive director at Human Rights Watch. "What we are watching carefully is whether the militias...when they recapture lost territory, whether they engage in acts of retribution and ethnic cleansing," said Chairman of the Joint Chiefs Gen. Martin Dempsey. The Pentagon said the U.S. has already cut funding to certain units.

The debate over whether or not the Dalai Lama will reincarnate has reached a boiling point in China, as one of its prominent party officials recently told reporters that "Decision-making power over the reincarnation of the Dalai Lama, and over the end or survival of this lineage, resides in the central government of China." The Dalai Lama recently said his spiritual lineage might end with him and that he might not reincarnate. This would upend plans by the Chinese government to pick a successor who would support its control of Tibet. The Chinese official, Zhu Weiqun, shrilly declared that the Dalai Lama's musings are "in religious terms, this is a betrayal of the succession of Dalai Lamas in Tibetan Buddhism. The 14th Dalai Lama has taken an extremely frivolous and disrespectful attitude toward this issue."

While testifying before the Senate on Wednesday about the Authorization for Use of Military Force (AUMF) the White House wants for its fight against ISIS, Defense Secretary Ash Carter admitted that the authorization "can be interpreted" to included the Nigerian group Boko Haram. 11 Feared Dead After Army Chopper Crash
Eleven troops are presumed dead in Florida after an Army helicopter crashed Tuesday, a military official announced. Search and rescue efforts had been underway at a remote beach between Pensacola and Destin after a chopper was reported missing last night. Seven Marines and four members of the crew were on board. The Marines are from a Camp Lejeune Special Operations group and the aircrew are from the National Guard; their names have not been released. Debris was found at around 2 a.m. The helicopter was being used during a training exercise, and a second chopper taking part returned to the base safely.

Feds Approve Powdered Alcohol
A powdered alcohol called Palcohol has been approved for sale by the federal government. The Alcohol and Tobacco Tax and Trade Bureau had approved the product last year, but then took it back saying it had been approved in error. According to the agency, issues with the product have now been resolved. Some states have banned the powdered alcohol, partially out of fear that people will snort it (instead of mixing it in drinks as suggested). A bureau spokesperson said approval revolves around whether or not what is in the product matches the label, not whether or not the product can be abused.

Schweich Aide: GOP Spread Jewish Rumors
The former chief of staff of a Missouri Republican who killed himself two weeks ago said the state GOP chairman admitted to spreading rumors about her former boss. Trish Vincent worked for State Auditor Tom Schweich and said Wednesday that John Hancock called her in December to seek her support for the chairmanship position. "I told him at the time I could not support his chairmanship because he was telling people that Tom was Jewish. His response to me was, 'I was, but I'm not anymore,'" she told KTRS. Since Schweich's suicide, there have been allegations that Hancock sought to derail Schweich's candidacy for the Republican gubernatorial nomination through a Jewish whisper campaign. Hancock denied Vincent's allegation. "Her claim that I acknowledged telling others Tom was Jewish is untrue. As I have said consistently, I have no recollection of discussing Tom's religion with anyone," he said in a statement. Previously, Hancock said he "may have" told people Schweich was Jewish.

The National Health and Medical Research Council, Australia's top medical research body, has concluded that "there are no health conditions for which there is reliable evidence that homeopathy is effective." Furthermore, the report asserts, "people who choose homeopathy may put their health at risk if they reject or delay treatments." Homeopaths contend that illness-causing substances can, when diluted or in smaller doses, treat sick people. Low snowpack could see the scenic roadway open in less than a month

 

TWISP – The effort to reopen the North Cascades Highway will begin Monday, March 16 from the east side and work from the west side will start on Mar. 23. Stabilization work on a rock slope west of Rainy Pass is expected to be finished by then, allowing the clearing to begin. Those responsible for the annual reopening effort are optimistic that State Route 20 could be open in four weeks, perhaps even less depending on weather, equipment and personnel.

 

On Tuesday, March 10, Washington State Department of Transportation avalanche-control specialists and maintenance technicians toured the North Cascades Highway from the Early Winters information center near Mazama to Washington and Rainy Passes via snow cat. Along the way they stopped to measure snow depths at two dozen sites. Snow at the summit of Washington Pass measured only five feet over the highway centerline, about half the depth  last year. Snow on the highway below the Liberty Bell avalanche chutes averaged 35 feet deep a year ago but this year the depth at LB1 was 20 feet, LB2 was 15 and LB3, 30 feet deep.

WSDOT closed the highway for the winter last on Nov. 24, 2014. Last year the clearing work started Mar. 31 and the highway opened on May 8.
