On Feb. 17, three teenager girls boarded a plane to Turkey from London and were subsequently smuggled into Syria with hopes of joining the militant group, according to BBC. The three follow in the footsteps of dozens of other women from Europe and the U.S. who have traveled to Syria in recent months to join the Islamic State -- a phenomenon that women's rights activist Sara Khan is out to stop. She penned a letter to the young girls considering joining ISIS, recounting the group's enticing, but empty, promises of providing women with homes, husbands and connection to God, all of which amount to lies "in the wickedest of ways." Donald Trump’s speech at CPAC makes us wonder why the news cycle gods didn’t bless us with llamas and optical illusion dresses today. Barry Loudermilk allowed the country to mostly unite in its favorite pastime: pissing on other people’s parenting abilities. And the Washington Post is reconsidering its drug testing policy. We should remind our HuffPost colleagues that having your resume document titled "ResumeNew" is totally amateur. This is HUFFPOST HILL for Friday, February 27th, 2015:

DHS: HOUSE, SENATE PLAYING CHICKEN - Looks like they're going to have to bok bok bok around the clock tonight. Elise Foley, Ryan Grim & Sabrina Siddiqui: "A House Republican effort to punt on Department of Homeland Security funding failed on the floor Friday, leaving the GOP leadership in a bind on whether to throw in the towel and pass a budget bill without immigration measures. It's back to the drawing board with only hours to go until a DHS shutdown. The vote failed 203 to 224, an embarrassing loss after Republican leadership had predicted they had the votes to get the three-week continuing resolution through. Fifty-two Republicans voted against funding DHS for even a matter of weeks without riders to block President Barack Obama's deportation relief and work authorization for undocumented immigrants. House Democrats could have pushed the bill over the line, but most instead opposed it in hopes that its failure would force Republicans to fund the department for the full year, free of restrictive immigration measures….

"The plan was for the House to approve the three-week funding bill and then leave town for the weekend. Now, the fate of DHS funding is uncertain. Members will likely huddle later Friday to work up another plan." [HuffPost]

RAND PAUL GETS HUGE RECEPTION AT CPAC - Jen Bendery: "Sen. Rand Paul (R-Ky.) was the guy that everyone wanted to hear speak at the Conservative Political Action Conference, and he didn't disappoint. In a speech Friday, Paul hit on all the issues that make a young libertarian salivate. He vowed to repeal 'every last bit' of the Affordable Care Act. He wondered aloud how we can trust the government to rebuild nations abroad if it can't deliver the mail here. He criticized President Barack Obama for driving up the debt, and said Hillary Clinton was 'forever' unfit to run for office because of her 'dereliction of duty' as secretary of state in the wake of the 2012 attacks in Benghazi, Libya. Don't like the National Security Agency collecting your data? Neither does Paul. 'The phone records of law-abiding citizens are none of the government's damn business!' he said, drawing loud cheers. The 2016 presidential hopeful even had a little bit of news: He announced that in the coming weeks, he plans to unveil the 'largest tax cut in American history,' a plan that will, somehow, simultaneously cut spending and balance the budget in five years. 'I will keep the IRS out of your life and out of the way of every job creator in America,' Paul declared." [HuffPost]

Jeb Bush (R) on Friday as he spoke at the Conservative Political Action Conference. A few dozen Paul backers -- many of whom donned red "Stand With Rand" T-shirts -- quietly made their way down the middle aisle and out the door during Bush's speech. Once outside the main ballroom at the Gaylord National Convention Center, where Bush was speaking, they rowdily gathered and denounced the man many see as the Republican Party's leading candidate for president in 2016." PETE SESSIONS KIND OF AWFUL - And all of those murder victims probably love America, unlike the president. Elise Foley: "Rep. Pete Sessions (R-Texas) accused President Barack Obama and Democrats Thursday evening of continually releasing undocumented immigrants who are murdering Americans. 'Every day, all along border states, maybe other places, there are murders by people who have been arrested coming into this country, who have been released by the Obama administration, I believe in violation of the law, who are murdering Americans all over our cities,' the Rules Committee chairman said at a meeting while discussing Obama's deportation relief policies. 'We hold the Democrat Party and the president personally accountable for this action.' The comment came during a discussion of a funding bill for the Department of Homeland Security, which many Republicans believe needs to include measures to block Obama's executive actions on immigration. Congress must pass funding for DHS by the end of Friday to avoid a shutdown, and House Republicans are planning to vote on a three-week bill." [HuffPost]

RICK PERRY REALLY WANTS TO BE PRESIDENT - Jen Bendery: "In a speech that jumped between trashing President Barack Obama and allowing that some people may not believe in climate change, former Texas Gov. Rick Perry (R) warned the crowd at this year's Conservative Political Action Conference not to trust the falling unemployment figures coming out of Washington. 'I'm going to say this quite plainly. The unemployment rate is a sham,' Perry said Friday. 'It leaves millions of American workers uncounted.' Perry has made the claim before, and it stems from conspiracy theories known as unemployment or BLS trutherism, in reference to the Bureau of Labor Statistics, which is responsible for producing the unemployment rate. Theories began cropping up in 2012, when the release of some surprisingly good job numbers boosted Obama's re-election campaign. Skeptical conservatives suggested Obama was cooking the books to make the economic recovery look stronger than it was." [HuffPost]

WaPo RECONSIDERING DRUG TESTING POLICY - Though we always kind of assumed management was cool with drugs after reading their Guardian Angels piece. Dave Jamieson: "If you've ever been offered a job at The Washington Post, you know there's one undignified step in the hiring process that just about everyone goes through, no matter how many Pulitzer Prizes they've won: You have to pee in a cup. The newspaper's long-standing policy of screening job seekers for drug use has puzzled many a Postie. After all, how much could a little off-duty, recreational weed really impact your ability to report the news or sell ads? Well, Post management is now reconsidering that policy.No, a stoner hasn't taken the helm of human resources. Rather, as of midnight Thursday morn, recreational marijuana became legal in the District of Columbia, where the Post's headquarters are located. Asked if marijuana use could still preclude someone from working at the Post, a spokesperson for the paper said that the 'Washington Post is reviewing its policy in light of the changes to D.C. law,' without elaborating any further." Transit Alert – Metro Fare revisions begin Sunday, March 1

Beginning Sunday, March 1, a Metro fare revision will take effect for individual riders and employer-provided Choice accounts. For businesses and schools that participate in Metro’s Passport or U-Pass programs, the changes will take effect as contracts are renewed.

Fares will increase by 25¢ per trip in all Metro fare categories — adults, youth, seniors and people with disabilities — for regularly scheduled transit services, and by 50¢ per trip for Access paratransit service.

Also on March 1, the ORCA LIFT program will take effect, providing a reduced fare of $1.50 per trip for qualifying riders.  ORCA LIFT fares can be used on Metro Transit buses, Sound Transit Link light rail, the Seattle Streetcar, King County Water Taxi and Kitsap Transit buses. The reduced fare must be paid with a valid ORCA LIFT card, which is registered and issued to each individual user.

The March 1 fare changes are intended to strike a balance between generating revenue that will support Metro service and keeping bus trips affordable for people with low incomes. Fares are the second-largest source of revenue for Metro, after sales tax, and were last changed in 2011.

Protests Erupt Over UNC Board's Decision To Shutter Poverty Center

University of North Carolina students and faculty raucously protested the board of governors' vote Friday to disband a poverty-focused think-tank led by a critic of Republican Gov. Pat McCrory and the GOP-controlled state legislature. Approximately two-dozen protesters disrupted the meeting to voice their disapproval of the board's decision to close the Center on Poverty, Work and Opportunity at the University of North Carolina at Chapel Hill. Some were escorted out by campus police at UNC Charlotte, according to the Associated Press. The proposal to close the poverty center incited controversy after a working group charged with reviewing the system's research centers advanced it last week. Closure supporters on the board argued that the center did advocacy and therefore was inappropriately associated with an academic institution and that it "did not provide a wide range of alternatives for addressing poverty." College Coach To Player: 'I'll F*****g Kill You'

ometimes coaches have to learn the hard way that if they don't watch their language, somebody else will. Vanderbilt University men's basketball coach Kevin Stallings was caught on camera profanely berating one of his players after the athlete taunted a member of the opposing team following a win Thursday night against Tennessee, outlets reported. Stallings was seen trailing guard Wade Baldwin IV, yelling, "You fucking apologize" and "I'll fucking kill you." ESPN noted that a Tennessee coach had informed Stallings that Baldwin clapped in the face of a Tennessee player at the end of the game. Stallings pulled Baldwin out of the handshake line and yelled at him. "Wade's got some things to learn, some growing up to do," Stallings said in post-game remarks. The coach later apologized for his own behavior via the team's Twitter account. Read more.

Scott Walker Budget Deletes College Rape Reporting Requirements

Wisconsin Gov. Scott Walker's (R) nearly $70 billion budget proposal deletes language requiring colleges to report their sexual assault statistics to new students and to the Department of Justice, Jezebel reported on Friday. The budget, unveiled earlier this month, removes a requirement that directs "each institution and college campus to incorporate oral and written or electronic information on sexual assault in its orientation program for newly entering students and to supply all students enrolled in the institution or college campus with the same information in either printed or electronic form." It also deletes the requirement that any university employee who witnesses a sexual assault must report that assault to the dean of students, the requirement that each school report sexual assault statistics annually to the DOJ, and the requirement compelling the DOJ to include those statistics in crime reports. After a student at a prominent evangelical college questioned his school's stance against homosexuality in an all-school forum on Monday, another student allegedly threw an apple at him "as a warning against insulting the Spirit of grace." The incident, which college administrators are now addressing, took place on Monday at Wheaton College, Billy Graham's alma mater outside Chicago, during the campus' traditional "Town Hall Chapel," a campuswide question and answer session where the college president, currently Philip Ryken, takes questions from the student body. University Of Oregon Decides Not To Sue Rape Survivor

The University of Oregon dropped a countersuit Thursday against a student who had reported being gang-raped by three of the school's basketball players and who subsequently sued UO for the way it handled her case. UO sparked outrage among students and faculty this month when it filed a counterclaim against a lawsuit from a current student known only as Jane Doe, demanding that she or her attorneys pay for the university's legal fees and any other damages the court is willing to issue. Last month, Doe filed a lawsuit against the university and against men's basketball coach Dana Altman, alleging that they'd recruited a student athlete despite knowing about his previous sexual assault allegation, and that they'd later created special arrangements for the accused assailants based on their athlete status. In its updated response to Doe's suit, the school maintains that it did not know about the athlete's previous sexual assault case during recruitment, and says it did not violate any laws in how it responded to Doe's sexual assault report. However, UO retracted the line that her "claims are frivolous, unreasonable, and without foundation," and is no longer suing Doe. Read more.

9 Killed in Missouri Murder Spree
Police say Joseph Jesse Aldridge of Tyrone, Missouri killed four cousins and three other unrelated people before killing himself late Thurday night. Nine people in total were found dead at five crime scenes. According to the Texas County sheriff's department, police responded to a call by a juvenile female who had heard gun shots in her home and fled. The deputies who responded found two dead bodies in that residence, and then five more dead bodies and one wounded victim in three nearby residences. The search also uncovered the body Aldridge's 76-year-old mother who they say appears to have died from natural causes. Aldridge was found dead from a self-inflicted gunshot wound in a car. Police say they do not have a motive for Aldridge.

Leonard Nimoy, immortalized as Spock on Star Trek, died Friday morning at age 83. Nimoy revealed he suffered from chronic obstructive pulmonary disease this month as a result of 30 years of smoking. "Smokers, please understand. If you quit after you're diagnosed with lung damage it's too late," Nimoy tweeted. "Grandpa says learn my lesson. Quit now."

Neatly hidden in his new budget that slashes hundreds of millions of dollars from the public university system, Wisconsin Gov. Scott Walker has proposed that universities no longer be required to report the number of sexual assaults on campus to the Department of Justice. It also includes language to, "Delete the requirement that any person employed at an institution who witnesses a sexual assault on campus or receives a report from a student enrolled in the institution that the student has been sexually assaulted report the assault to the dean of students." No explanation for the deletions is given.

American Hacked to Death in Bangladesh
Avijit Roy, 42, a Bangladeshi-born American known for his Mukto-Mona blog's outspoken views against religion in politics and criticism of Islamic fundamentalism, was killed by a group of men armed with machetes on Thursday night. Roy and his wife, 35-year-old Rafida Ahmed, were on their way back home from a book fair in Dhaka when the men attacked. Ahmed also suffered serious injuries and is being treated at a hospital. Police are investigating the crime; they have recovered two machetes so far.

Holder: Make Civil-Rights Cases Easier
Outgoing Attorney General Eric Holder says he will ask Congress to lower the standard of proof required to prosecute criminals for violating people's civil rights. "There is a better way in which we could have federal involvement in these kinds of matters to allow the federal government to be a better backstop in examining these cases," Holder said in an NBC News interview. The claim by Holder comes just a few days after the Justice Department said it found insufficient evidence to pursue a federal criminal civil-rights charge over the killing of Trayvon Martin. Federal civil-rights cases give authorities the ability to prosecute when the local authorities are not able or don't want to pursue a conviction.

On Friday, comedian and actor Bill Cosby filed a motion in a District Court in western Massachusetts to dismiss three defamation cases brought against him by Tamara Green, Therese Serignese, and Linda Traitz. The three were among more than 30 women who came forward with accusations that Cosby had sexually assaulted them in the 1970s, and claim Cosby's team publicly branded them liars after they came forward. The Commerce Department announced Friday that the GDP for the U.S. economy was revised to 2.2 percent for 2014's fourth quarter, down from the previously reported 2.6 percent. Stolen Picasso Seized in U.S.
A Picasso painting stolen from a French museum and falsely labeled as a $37 "art craft/toy" was seized at the Port of Newark and is in the process of being returned, according to court papers filed Thursday. U.S. Attorney for the Eastern District of New York Loretta Lynch filed forfeiture papers on the painting, La Coiffeuse, which was taken from France's National Museum storage in 2001 and had not been seen since it was recovered in December 2014. The Picasso, valued at millions of dollars, was shipped via Federal Express from Belgium and was headed to a climate-controlled facility in Queens, New York. The shipper was only identified as "Robert," according to officials.

Weeks of sidewalk construction on Montlake Blvd beginning March 2

Montlake pedestrian detour map

The West Approach Bridge North (WABN) Project will bring changes in traffic flow to the Montlake Boulevard intersection. In preparation for this, crews will be improving the pedestrian experience with a series of sidewalk-enhancement projects over the next couple months. This work will primarily affect pedestrians and transit riders in the area.

 

The first of three phases of sidewalk-improvement projects will begin as soon as Monday, March 2. During this time certain sections of sidewalk at or north of the Montlake Boulevard / East Lake Washington Boulevard intersection will be closed. Please visit our website for more information.

 

Transit riders disembarking at the Montlake freeway stops should prepare for a little extra walking, as they may have to cross Montlake Boulevard in order to walk north. See the detour map for an illustration of how to avoid the construction.

La nave espacial New Horizons, de la NASA, envió las primeras imágenes de Plutón, el miércoles. Dichas imágenes se tomaron mientras la sonda se aproxima al planeta enano, que todavía es apenas un punto al lado de su luna más grande, Caronte. Las imágenes llegan en la fecha del cumpleaños número 109 de Clyde Tombaugh, quien descubrió el distante y helado mundo en el año 1930.

La escena que se ve en la "selfie" está ensamblada a partir de docenas de imágenes que captó la cámara Mars Hand Lens Imager (MAHLI) ubicada en el brazo robot de Curiosity.
