DHS: HOUSE, SENATE PLAYING CHICKEN - Looks like they're going to have to bok bok bok around the clock tonight. Elise Foley, Ryan Grim & Sabrina Siddiqui: "A House Republican effort to punt on Department of Homeland Security funding failed on the floor Friday, leaving the GOP leadership in a bind on whether to throw in the towel and pass a budget bill without immigration measures. It's back to the drawing board with only hours to go until a DHS shutdown. The vote failed 203 to 224, an embarrassing loss after Republican leadership had predicted they had the votes to get the three-week continuing resolution through. Fifty-two Republicans voted against funding DHS for even a matter of weeks without riders to block President Barack Obama's deportation relief and work authorization for undocumented immigrants. House Democrats could have pushed the bill over the line, but most instead opposed it in hopes that its failure would force Republicans to fund the department for the full year, free of restrictive immigration measures….
"The plan was for the House to approve the three-week funding bill and then leave town for the weekend. Now, the fate of DHS funding is uncertain. Members will likely huddle later Friday to work up another plan." [HuffPost]

RAND PAUL GETS HUGE RECEPTION AT CPAC - Jen Bendery: "Sen. Rand Paul (R-Ky.) was the guy that everyone wanted to hear speak at the Conservative Political Action Conference, and he didn't disappoint. In a speech Friday, Paul hit on all the issues that make a young libertarian salivate. He vowed to repeal 'every last bit' of the Affordable Care Act. He wondered aloud how we can trust the government to rebuild nations abroad if it can't deliver the mail here. He criticized President Barack Obama for driving up the debt, and said Hillary Clinton was 'forever' unfit to run for office because of her 'dereliction of duty' as secretary of state in the wake of the 2012 attacks in Benghazi, Libya. Don't like the National Security Agency collecting your data? Neither does Paul. 'The phone records of law-abiding citizens are none of the government's damn business!' he said, drawing loud cheers. The 2016 presidential hopeful even had a little bit of news: He announced that in the coming weeks, he plans to unveil the 'largest tax cut in American history,' a plan that will, somehow, simultaneously cut spending and balance the budget in five years. RICK PERRY REALLY WANTS TO BE PRESIDENT - Jen Bendery: "In a speech that jumped between trashing President Barack Obama and allowing that some people may not believe in climate change, former Texas Gov. Rick Perry (R) warned the crowd at this year's Conservative Political Action Conference not to trust the falling unemployment figures coming out of Washington. 'I'm going to say this quite plainly. The unemployment rate is a sham,' Perry said Friday. 'It leaves millions of American workers uncounted.' Perry has made the claim before, and it stems from conspiracy theories known as unemployment or BLS trutherism, in reference to the Bureau of Labor Statistics, which is responsible for producing the unemployment rate. Theories began cropping up in 2012, when the release of some surprisingly good job numbers boosted Obama's re-election campaign. Rather, as of midnight Thursday morn, recreational marijuana became legal in the District of Columbia, where the Post's headquarters are located. Asked if marijuana use could still preclude someone from working at the Post, a spokesperson for the paper said that the 'Washington Post is reviewing its policy in light of the changes to D.C. law,' without elaborating any further." Transit Alert – Metro Fare revisions begin Sunday, March 1

Beginning Sunday, March 1, a Metro fare revision will take effect for individual riders and employer-provided Choice accounts. For businesses and schools that participate in Metro’s Passport or U-Pass programs, the changes will take effect as contracts are renewed.
Fares will increase by 25¢ per trip in all Metro fare categories — adults, youth, seniors and people with disabilities — for regularly scheduled transit services, and by 50¢ per trip for Access paratransit service.
Also on March 1, the ORCA LIFT program will take effect, providing a reduced fare of $1.50 per trip for qualifying riders. ORCA LIFT fares can be used on Metro Transit buses, Sound Transit Link light rail, the Seattle Streetcar, King County Water Taxi and Kitsap Transit buses. The reduced fare must be paid with a valid ORCA LIFT card, which is registered and issued to each individual user.
The March 1 fare changes are intended to strike a balance between generating revenue that will support Metro service and keeping bus trips affordable for people with low incomes. Fares are the second-largest source of revenue for Metro, after sales tax, and were last changed in 2011.

Protests Erupt Over UNC Board's Decision To Shutter Poverty Center
University of North Carolina students and faculty raucously protested the board of governors' vote Friday to disband a poverty-focused think-tank led by a critic of Republican Gov. Pat McCrory and the GOP-controlled state legislature. Approximately two-dozen protesters disrupted the meeting to voice their disapproval of the board's decision to close the Center on Poverty, Work and Opportunity at the University of North Carolina at Chapel Hill. Some were escorted out by campus police at UNC Charlotte, according to the Associated Press. The proposal to close the poverty center incited controversy after a working group charged with reviewing the system's research centers advanced it last week. Closure supporters on the board argued that the center did advocacy and therefore was inappropriately associated with an academic institution and that it "did not provide a wide range of alternatives for addressing poverty." College Coach To Player: 'I'll F*****g Kill You'
ometimes coaches have to learn the hard way that if they don't watch their language, somebody else will. Vanderbilt University men's basketball coach Kevin Stallings was caught on camera profanely berating one of his players after the athlete taunted a member of the opposing team following a win Thursday night against Tennessee, outlets reported. Stallings was seen trailing guard Wade Baldwin IV, yelling, "You fucking apologize" and "I'll fucking kill you." ESPN noted that a Tennessee coach had informed Stallings that Baldwin clapped in the face of a Tennessee player at the end of the game. Stallings pulled Baldwin out of the handshake line and yelled at him. "Wade's got some things to learn, some growing up to do," Stallings said in post-game remarks. The coach later apologized for his own behavior via the team's Twitter account. Read more.
Scott Walker Budget Deletes College Rape Reporting Requirements
Wisconsin Gov. Scott Walker's (R) nearly $70 billion budget proposal deletes language requiring colleges to report their sexual assault statistics to new students and to the Department of Justice, Jezebel reported on Friday. The budget, unveiled earlier this month, removes a requirement that directs "each institution and college campus to incorporate oral and written or electronic information on sexual assault in its orientation program for newly entering students and to supply all students enrolled in the institution or college campus with the same information in either printed or electronic form." It also deletes the requirement that any university employee who witnesses a sexual assault must report that assault to the dean of students, the requirement that each school report sexual assault statistics annually to the DOJ, and the requirement compelling the DOJ to include those statistics in crime reports. University Of Oregon Decides Not To Sue Rape Survivor
The University of Oregon dropped a countersuit Thursday against a student who had reported being gang-raped by three of the school's basketball players and who subsequently sued UO for the way it handled her case. UO sparked outrage among students and faculty this month when it filed a counterclaim against a lawsuit from a current student known only as Jane Doe, demanding that she or her attorneys pay for the university's legal fees and any other damages the court is willing to issue. Last month, Doe filed a lawsuit against the university and against men's basketball coach Dana Altman, alleging that they'd recruited a student athlete despite knowing about his previous sexual assault allegation, and that they'd later created special arrangements for the accused assailants based on their athlete status. In its updated response to Doe's suit, the school maintains that it did not know about the athlete's previous sexual assault case during recruitment, and says it did not violate any laws in how it responded to Doe's sexual assault report. However, UO retracted the line that her "claims are frivolous, unreasonable, and without foundation," and is no longer suing Doe. Read more.
