Best Starts for Kids to support healthy children, communities  One of the smartest investments we can make is to provide our children with a strong start, from prenatal development through the course of their early lives. That's why Executive Constantine has pledged to work with the King County Council and community leaders to develop a "Best Starts for Kids" levy proposal. The County's investments today in health and human services are mainly focused on costly adult interventions -- treatment, support, rehabilitation -- usually long after poor health has taken its toll. We are getting there too late, and jail is the costliest and least effective intervention of all. The science is overwhelming: the most accurate predictors of educational attainment, income, health, and incarceration come from developmental milestones during the first 1,000 days of life. Thus, the most effective means of investing in King County's future is to invest in our youngest residents. If we miss that window, we have missed it forever. Exec premieres "The Raising of America" On Nov. 20 in Renton, more than 300 people joined the Executive for a special screening of "The Raising of America," a forthcoming PBS documentary on the need to invest in early childhood for the future of our nation. Watch the movie trailer here. Following the screening, the Executive joined a panel of local experts to discuss early childhood development and what it will take to ensure that every baby born and every child raised in King County has the opportunity to reach his or her full potential. More than countywide pre-K, Best Starts for Kids complements what's happening in Seattle with a broader focus on three areas of healthy child investment: prenatal and early childhood prevention, school-age intervention, and healthy communities.   Executive convenes safe energy leadership summit in Olympia Members of the Safe Energy Leadership Alliance and regional leaders from across the Pacific Northwest met with Governor Jay Inlsee on Nov. 21 to discuss the hazards posed by oil and coal trains. The Governor said it's time to act, and Executive Constantine told summit participants that oil companies are raking in profits while "the rest of us are picking up the costs. Those who are profiting should shoulder the financial burden." The Safe Energy Leadership Alliance is a coalition of local, state, and tribal leaders who have come together to protect our communities from the dangers of oil and coal trains. The surge of crude oil coming into our region is staggering and has ballooned from nearly zero in 2011 to tens of millions of gallons today.   New partnership expands effort that helps youth return to school Executive Constantine announced a new partnership between the United Way of King County, The Boeing Co., and King County that will double the number of youth and young adults who can return to school with help from the Reconnecting Youth program. "Thanks to this partnership, we are able to expand successful work that helps youth and young adults earn the education they need to succeed and contribute to our region's prosperity," says the Executive. Under the Reconnecting Youth program, more than 1,000 local students will get help completing their GED and moving on to college or technical training, where they can prepare for living wage jobs in the community. Read more about this important program for youth and young adults.   Metro Transit plans for expanded bus service in Seattle After voters in the City of Seattle approved the largest expansion of bus service in the region since the Great Recession, King County Metro Transit is now planning for the Community Mobility Contract that will govern Seattle's investment in bus service. "The message from voters is clear: Seattle riders value Metro Transit," says the Executive, who in May created the program for cities to buy bus service from Metro. "As a regional leader, I will continue to work to bring service in the rest of the County up to the level that Seattle is now poised to purchase." The Executive will also keep working with the Legislature to create sustainable funding authority for Metro, as King County is one of the fastest growing regions in the nation and ridership is at an all-time high. I wanted to alert you to a number of schedule changes starting on Thanksgiving Day, the day after and then into the weekend. Sounder trains will not run on Thanksgiving while Link and Tacoma Link will operate on Sunday schedules. ST Express buses will have some changes as well. On Friday, commuters and other travelers can ride special-schedule Sounder trains to get around on one of the busiest days of the year. ST Express buses and Tacoma Link will run regular weekday service Friday and Link trains will be on Saturday schedules. The breakdown of all the changes is here. Sounder to Sounders match We have even more service news to report. On Sunday, we’re planning to run Sounder trains to the Sounders FC Western Conference Championship match against the Los Angeles Galaxy. We will run one train from both the north and the south into Seattle for the big match. Long-Range Plan news As we have been reporting here for several months, Sound Transit is currently updating its Long-Range Plan, which is the blueprint for how and where the regional transit system should expand in the future. After updating the plan, the Board could advance a regional ballot measure for consideration by voters as soon as November 2016. The Long-Range Plan process achieved a major milestone this week with the publication of a Final Supplemental Environmental Impact Statement, (FSEIS). The FSEIS addresses, in part, the public comments we received on the plan this summer. The FEIS will also help inform the Board as it adopts the updated Long-Range Plan, which is expected in December. Considering future expansions is very timely now, because a million more residents are expected to be living in the region by 2040. Mudslide stops Sounder Unfortunately, the first mudslide of the fall season hit Monday morning near Everett, causing the BNSF Railway Company to stop all passenger rail service for 48 hours while crews cleared mud and trees from the tracks. Sounder trains will be down through today and in response we are providing special direct bus service to and from our north line stations. Momentum is growing for further expansions to the regional mass transit system Sound Transit releases Final Environmental Document today as Board prepares to update the regional transit Long-Range Plan next month Sound Transit asks Legislature for regional funding authority to meet public demand for more mass transit Public involvement opportunities to shape a Sound Transit 3 measure are set to begin next year Milestone achieved: Final Supplemental Environmental Impact Statement released Last summer, thousands of residents expressed interest in regional transit by commenting on the Draft Supplemental Environmental Impact Statement (SEIS) for updating the Long-Range Plan. Following the close of the comment period, we collected and reviewed those comments to shape the Final SEIS, now released. This updated document provides the technical basis for where mass transit should expand after the current set of projects are complete in 2023, funding for which was approved by voters in 2008. The Final SEIS is now available on the Long-Range Plan webpage: www.soundtransit.org/LongRangePlan. This December: Anticipated Board adoption of updated Long-Range Plan Based on the environmental analysis, released today, the Sound Transit Board of Directors is expected to deliberate on potential changes, and adopt an updated Long-Range Plan before the end of 2014. The Long-Range Plan is the agency’s vision for a high-capacity transportation (HCT) system serving the urban areas of Snohomish, King, and Pierce Counties. Once updated, the Long-Range Plan will provide a menu of options for expanding transit over many years. Looking ahead: Seeking local funding authority from the Washington State Legislature; public engagement on a Sound Transit 3 ballot measure On Nov. 20 the Sound Transit Board voted to work with the Washington State Legislature to secure local funding authority for a Sound Transit 3 ballot measure in November 2016 or thereafter that will provide the opportunity for voters to expand mass transit for the region. The agency needs additional revenue authority before voters can consider a measure for further extensions following the 2023 completion of current projects. Information on the Board’s request for local funding authority is available here. Next year, Sound Transit is poised to begin a major public involvement effort to shape the Sound Transit 3 measure. High-capacity transit investments are the best way - and in many cases the only way - to significantly expand transportation capacity in the state's most congested corridors as the region's population grows a projected 30 percent by 2040. Sounder Northline Canceled Evening Bus Info

Northline Sounder service between Seattle and Everett is canceled Wednesday, November 26th due to a mudslide that occurred on 11/24/14. Sound Transit will provide special buses with direct service to/from Northline Sounder stations in addition to local bus service.   If there are no additional blocking events, service will resume Friday, November 28th. Please refer to the Sounder Alerts page for reduced service information on the day after Thanksgiving. There is no service on Thanksgiving Day.   Evening bus service on 11/26/14   Seattle - Edmonds: Special buses to Edmonds Station will pre-board at 5th and King Street and will depart at the times scheduled from 4th Ave. S. and S. Jackson at 4:05 pm, 4:33 pm, 5:05 pm and 5:35 pm. Riders may also board regularly scheduled Community Transit Route 416 at 5th and James at 3:57 pm, 4:27 pm, 4:58 pm, 5:31 pm and 5:57 pm   Seattle - Mukilteo: Special buses to Mukilteo Station will pre-board at 5th and King Street and will depart at the times scheduled from 4th Ave. S. and S. Jackson St at 4:05 pm, 5:05 pm and 5:35 pm.
