Berlin Horror: Truck Kills 9 at Xmas Market

At least nine people were killed and several others were injured on Monday evening when a truck drove into a crowd of people at a Christmas market in Berlin, police officials said. The death toll is expected to rise. Police have arrested a suspect in the attack. The truck was an unmarked 18-wheeler. It is reminiscent of a similar attack earlier this year in Nice, France, in which a man drove a truck into a crowd of people, killing 86 people. A German intelligence source told CNN authorities are investigating the incident as a terror attack.

The gunman who shot and killed Russia's ambassador to Turkey, Andrey Karlov, began to shout about the slaughter in Aleppo, Syria, immediately after the attack. He reportedly said: "Don't forget about Aleppo, don't forget about Syria," and repeated the phrase, "Allahu Akhbar." Karlov was speaking at an event dubbed, "How Turkey sees Russia" at an art gallery when he was shot from behind and collapsed. Turkish Minister of the Interior Suleyman Soylu identified the shooter as police officer Mevlut Mert Altintas.U.S. Secretary of State John Kerry in October called for an investigation on the alleged war crimes perpetuated by Russia and Syria over the nations' coordinated bombardment in Aleppo on hospitals and other civilian infrastructure. Kerry accused Syrian President Bashar al Assad, as well as Russian state powers, of using a "targeted strategy" to "terrorize civilians." They "owe the world more than an explanation" for their attacks, he said.The U.S. ambassador to the United Nations, Samantha Power, said on Monday that she "strongly" condemned the "savage attack" on Karlov. "Our thoughts are with the victims and their families," she wrote.

4 WA Electors Defect From Clinton
Former Secretary of State Colin Powell and Native American activist and environmental activist Faith Spotted Eagle both received electoral votes Monday in Washington state after four electors declined to cast their votes for Hillary Clinton. Three electors gave their votes to Powell, who served as secretary of state under George W. Bush, while a fourth elector cast their vote for Faith Spotted Eagle. The votes were expected to go to Hillary Clinton, who won the state's 12 electoral votes. Elsewhere on Monday, other electors attempted to go rogue, to varying effect depending on state policies on so-called "faithless electors." A Maine elector reportedly attempted to cast a vote for Bernie Sanders, but was made to change the decision to Clinton to accurately reflect the state's popular vote tally. In Minnesota, an elector also attempted to switch his vote to Sanders and was replaced after he refused to vote for Clinton, who won the state's popular vote by a mere 45,000 votes.

Brock Turner Judge Cleared by Probe
A judicial oversight committee has concluded that a California judge did not show preferential bias when he sentenced former Stanford University swimmer Brock Turner to six months in jail for sexually assaulting an unconscious young woman. Judge Aaron Persky became the subject of national outcry when he awarded Turner a short sentence for three felony sexual assault counts. The California Commission on Judicial Performance said it received thousands of compaints about Persky's ruling, accusing him of displaying favoritism toward men, and toward Stanford University athletes. (Persky was an athlete at the school.) The Commission ruled that "that there is not clear and convincing evidence of bias, abuse of authority, or other basis to conclude that Judge Persky engaged in judicial misconduct warranting discipline," it announced on Monday.

N.C. Lawmakers to Meet on Bathroom Law
North Carolina lawmakers will meet this week to discuss the infamous HB2 law, widely known as the "bathroom bill" which may have contributed to Republican Gov. Pat McCrory's narrow electoral loss to Governor-elect Roy Cooper. The incoming governor said that legislators will meet on Tuesday to discuss the measure and potentially repeal it. Lawmakers evidently have grown to understand the law's immense unpopularity and cause of financial loss for the state. Several companies cancelled plans to expand in North Carolina after its passage, and a series of concerts, conventions, and competitions were moved to other locations in protest. The law has been widely recognized as anti-gay and anti-transgender rights. "I hope they will keep their word to me and with the help of Democrats in the legislature, HB2 will be repealed in full," Cooper said in a statement.

President Obama issued 78 pardons and 153 commutations of sentence on Monday, bringing his eight-year total to 148 pardons and 1,176 commutations. Obama leads his predecessors on presidential commutations: as of Monday, he had reduced more sentences than the previous eleven presidents combined. But Obama has issued significantly fewer pardons than previous presidents, trailing George W. Bush's 189 pardons and Bill Clinton's 396 pardons. Trump to Keep His Own Private Security
President-elect Donald Trump has made the unusual choice to continue employing his own private security team instead of leaving the task up to the Secret Service. "It's playing with fire," said former Secret Service agent Jonathan Wackrow, who worked on President Obama's detail during his 2012 campaign. Having a mix-and-match security team working events in tandem with the Secret Service "increases the Service's liability, it creates greater confusion, and it creates greater risk," Wackrow said. Trump is expected to continue that same system through his presidency, Politico reports. All modern presidents have up to now deferred to the Secret Service, leaving just event security to local law enforcement. Breaking from the norm, Trump has instead elected to maintain his own private security force, which is led by retired veteran and New York City cop Keith Schiller. "You never want to comingle a police function with a private security function," Wackrow said. "If you talk to the guys on the detail and the guys who are running the rallies, that's been a little bit difficult because it's so abnormal."

IMF Head Convicted on Corruption Charges
International Monetary Fund Managing Director Christine Lagarde was unexpectedly convicted Monday of criminal charges in connection with a misuse of public funds while she served as France's finance minister. Lagarde is not expected to face jail time. Just last week, prosecutors said their case against her was "very weak." Lagarde was accused of having used her cabinet position in France's government to give special treatment to Bernard Tapie, a former owner of Adidas who was convicted on his own corruption charges. Lagarde's future as IMF chief is in doubt. She is set to begin her second five-year term in July 2017.

49 Dead in Siberia for Drinking Bath Oil
At least 49 people have died in the Siberian city of Irkutsk after drinking bath oil that they believed would have similar affects as booze. Officials in the city declared a state of emergency in response. According to Russian state media, the bottles had warning labels about consuming the bath oil, which contained ethyl alcohol. Russian officials opened a criminal investigation into the matter, focusing on two individuals suspected of distributing the substance. Dmitry Peskov, a spokesman for Russian President Vladimir Putin, said: "Undoubtedly, this is a terrible tragedy. Undoubtedly, this is a well-known set of problems. The president has been informed, and without a doubt, this requires the closest attention and adoption of measures."

Viola is the founder and executive chairman of Virtu Financial, and the owner of the NHL's Florida Panthers. "Whether it is his distinguished military service or highly impressive track record in the world of business, Vinnie has proved throughout his life that he knows how to be a leader and deliver major results in the face of any challenge," Trump said in a statement.

Good afternoon. There are only a few weeks left in the year, but 2016 shows no signs of slowing down. Here are today's top stories.

Unpresidented
Trump lashed out at China over the weekend, saying it stole an underwater drone from the U.S. Navy in an "unprecedented act." While China rejected the claim, the country's overall response was rather muted. For all the noise from Trump's Twitter account and elements of the Chinese press, Beijing appears to be holding its fire at least until after he takes office next month.
Here are today's top stories...

Russia's ambassador to Turkey was shot at an art exhibit in the Turkish capital in an assassination apparently linked to Syria's civil war. After shooting Andrey Karlov in the back, the assailant shouted about Aleppo, where Russia's military backed an offensive by Syrian government forces. Karlov later died from injuries sustained, and the attacker was killed by security forces.

A truck rammed into a crowded Christmas market in Berlin, causing several deaths and multiple injuries. While police refused to speculate on any connection with terrorism, the incident is reminiscent of an attack in Nice in July.

IMF chief Christine Lagarde was convicted of negligence, but she won't face a fine or prison time. A Paris court said on Monday that Lagarde should have done more to overturn a 285 million-euro ($297 million) payout to a businessman in an arbitration case during her time as France's finance minister nearly a decade ago.

The U.S. government is collecting student loans it promised to forgive. The Obama administration has been actively seeking loan payments from thousands of former students at Corinthian Colleges, which filed for bankruptcy in 2015 under a cloud of fraud investigations. The students had been eligible for a debt-forgiveness program.
