Posted: 13 May 2015 03:10 PM PDT Wednesday, May 13, 2015 | View in Browser THE NUTGRAF Facebook took a step closer today to swallowing the news industry today. Along with nine partners -- including The New York Times, BuzzFeed, The Atlantic and The Guardian, among others -- the social-media giant launched "Instant Articles," which allows publishers to host their content directly on Facebook. The move has set off something of a panic among media players, which already depend on Facebook for a good portion of their traffic. It's a subtle yet significant shift in power: by publishing content directly on Facebook's platform, news organizations are ceding a level of control. You could argue Facebook and its algorithm have been controlling the flow of information -- what users see and don't -- for some time now, but for journalists given to skepticism, it's a whole other matter to hand over your content to a third party. On the flip side, it does help the user experience: "Instant Articles" load 10 times faster than clicking through to the web. This is HUFFPOST HILL for Wednesday, May 13th, 2015: SENATE REACHES TPA AGREEMENT - The Senate proves that the Senate works… at making sure the Senate has as little to do with major trade legislation as possible. Mike McAuliff and Jessica Schulberg: "Senate leaders reached a deal Wednesday to push ahead with votes on President Barack Obama's trade deals. The agreement came after Democrats blew up an earlier agreement Tuesday over fears that key measures they have sponsored would fail, or never get votes. But Senate Majority Leader Mitch McConnell (R-Ky.) announced Wednesday afternoon that leaders had found a way around the impasse by agreeing to let Democrats have votes on key trade enforcement measures before holding votes on the fast-track authority that Obama needs to finish new massive trade deals with Pacific Rim countries and Europe…Under the agreement, the Senate will vote Thursday on an African trade deal, and then a customs and enforcement measure that includes many of the trade protections Democrats feared would be lost, including a provision that targets currency manipulation by China and trading partners." TRAIN WAS GOING TOO FAST - "An Amtrak train that derailed in Philadelphia on Tuesday night had been going at least 100 mph before the crash, the National Transportation Safety Board announced on Wednesday -- more than twice the legal speed limit." [HuffPost] CONGRESS VOTES TO CUT AMTRAK FUNDING, POLITICAL CAPITAL - Mike Simpson's retort should be placed alongside "Kiss my ass. This is a holy site for the Polish people" in the Pantheon of self-serving tut-tutting. Jeremy Diamond and Eric Bradner: "A House panel approved a measure Wednesday that cuts funding for Amtrak, less than a day after a train derailment left at least seven people dead and many more injured. The Republican-led House Appropriations Committee voted 30-21 to reduce grants to Amtrak by $252 million -- a drop of about 15% from last year's level. The cut would apply only to Amtrak's capital spending and wouldn't touch funding levels for safety and operations. The measure still needs to clear the full House and Senate before it would go into effect in October. Democrats on the panel fought unsuccessfully to boost Amtrak funding by $1 billion, to $2.4 billion. But Republicans argued that such a spending increase would need to be offset by cuts elsewhere in the budget, and they admonished Democrats for pointing to the derailment in an effort to increase funding for the passenger rail service. Derailments plunged to 1,241 from 2,197 during the period. For Amtrak and commuter railroads, derailments dropped to 54 from 76 over that eight-year period. The number of accidents dropped to 130 from 204. Train-related deaths have not followed the overall decline. In 2014, trains killed 813 people, including 226 on Amtrak and commuter railroads. Those numbers include, for example, people who were hit by trains while trespassing and motorists crashing into trains. 'Trespassing and highway-rail grade crossing incidents account for 96 percent of all rail-related fatalities,' the the FRA said last year." The engineer from the Philadelphia Amtrak train that derailed Tuesday night and left seven dead and more than 140 hospitalized declined to give a statement to authorities, said police commissioner Charles H. Ramsey, adding that he left with an attorney. This revelation comes amidst news that the train may have been speeding at more than 100 mph before the fatal crash at a curve in the tracks. The speed limit around the curve was 50 mph, with 70 mph in the lead-up to it. Information about the train's speed is reportedly coming from black boxes recovered Wednesday morning, which may also contain other information about the moments before the derailment. The train's conductor is reportedly hospitalized with a skull fracture. The conductor and engineer have not been named. At a press conference Wednesday morning, transportation authorities said they were reviewing all possible reasons for the incident, and were looking at the track, signals, the train's mechanical condition, and human performance, among other possibilities. An AP analysis of a surveillance video from just before the crash site seems to show the train traveling at 107 mph, and passing the camera in just over five seconds. The wire service reports that "the surveillance video inexplicably plays back slightly slower than in real time."
The Senate has reached a deal to push through President Obama's fast-track trade initiative, which is a key part of a larger Pacific Rim trade agreement being ironed out by the administration. The agreement gives Democrats the chance to vote on two of their trade priorities as separate bills. The Trade Promotion Authority measure was blocked on Tuesday by Senate Democrats who were concerned over protections for U.S. workers.
A California judge has ruled that state law prohibits schools from teaching abstinence-only sex education. Fresno County Superior Court Judge Donald Black's ruling applies only to a 40,000-student school district in Clovis, but sets a precedent as the first decision to interpret the state's 11-year-old sex-ed law. The law requires "age-appropriate" sex-education programs that teach abstinence as the only certain way to prevent pregnancy and sexually transmitted diseases, he ruled, but also requires students to receive "medically accurate information" on contraceptives as well. "Access to medically and socially appropriate sexual education is an important public right," Black said.
A House committee charged with funding Amtrak shot down a Democratic amendment to increase funding for rail transportation Wednesday morning, in the wake of a devastating commuter train crash the night before. The committee instead pledged to readdress the issue once the cause of the crash identified by investigators. The Republican proposal cuts $260 million from last year's level, allocating a total of $1.1 billion for Amtrak.House Appropriations Committee Chairman Hal Rogers, R-Ky., said it would be "a while before we get answers on the why and how this happened" from the National Transportation Safety Board's investigation. Rep. Mario Diaz Balart (R-Fla.) said Congress will consider "what they could do to prevent this from ever happening again" after the NTSB issues a report. The Democratic amendment would have increased the amount to $1.4 billion – the same funding level as they received last year. Democrats on the committee slammed the decision to push forward without taking the crash into account."We know we will wait for the NTSB report, but it's very important, but it's very clear that cutting the funding drastically does not help improve services at Amtrak," Rep. Nita Lowey (D-NY) added.Rep. Mike Simpson (R-Idaho) was not having it and accused Democrats of using the tragedy for political purposes."When you have no idea, no idea what caused this accident," he said. "Don't use this tragedy in that way. It was beneath you."
The Holy See recognized Palestine as a state in a treaty issued Wednesday, a change from previous diplomatic relations with the Palestinian Liberation Organization. The treaty has yet to be signed, but the move comes just ahead of a visit by Palestinian leader Mahmoud Abbas to the Vatican. This isn't the Vatican's first time talking about a Palestinian state: In 2012, it backed a UN General Assembly decision to that effect, and Pope Francis has referred to it as such in public appearances.
North Korea's defense chief, Hyon Yong-chol, has reportedly been executed with an anti-aircraft gun for disloyalty and showing disrespect to leader Kim Jong Un, according to South Korean spy agency the National Intelligence Service. Hyon was reportedly killed in front of an audience on April 30, Yonhap news agency reports.
A group of gunmen opened fire on a bus carrying Ismaili Shiite Muslims on Wednesday, killing at least 43 people and injuring dozens of others in the Pakistani city of Karachi, police said. At least six gunmen on motorcycles stopped the bus, boarded, and began shooting, according to provincial police chief Ghulam Haider Jamali. No group has yet to claim the attack.
The mayor of North Las Vegas, Nevada, is reportedly under federal investigation for having what officially said is child pornography on his iPad. A recently retired police chief reports Mayor John Lee told him in October that "he had an issue with kiddie porn popping up on his computer." According to the Las Vegas Review-Journal, a police detective says the mayor told him links to porn appeared on his device and he wanted them gone, and, upon investigating and being unable to verify the ages of people in photos, the detective had it wiped clean. The mayor denies approaching the detective about this issue. A police investigation found insufficient grounds for prosecution, a department spokesman said, but the FBI is reportedly taking over. The FBI did not comment on the case.
Ten members of Congress and 32 staffers visited a conference in Baku on a trip paid for by Azerbaijan's state-owned oil company, according to a confidential ethics report obtained by the Washington Post. The report claims that the State Oil Company of the Azerbaijan Republic funnelled $750,000 through U.S.-based non-profits to conceal the source of funding for the conference. SOCAR had previously sought exemptions to sanctions on Iran for a $28 billion natural gas pipeline in the Caspian Sea, on which it was working with the National Iranian Oil Company. (The exemptions were later approved.) According to the report, travel costs for the Democratic and Republican lawmakers and their spouses topped $112,000; they and staffers also recieved expensive gifts from the company. The House Ethics Committee said it doesn't comment on investigative matters, and lawmakers say they were unaware of the funding source. Three former Obama staffers also spoke at the April 2012 conference, called U.S.-Azerbaijan Relations: Vision for Future.
