Today we learned whether the GOP hates the Obama administration enough to side with Seymour Hersh on something. It might alarm Hersh that his story about a widespread governmental cover-up got as much play as dadbods and a guy licking a camera. And for those of you looking to up your dadbod game, we might suggest a more parsimonious approach than Chris Christie’s office and its $300,000 food budget. This is HUFFPOST HILL for Monday, May 11th, 2015:

OBAMA ADMINISTRATION APPROVES ARCTIC OIL SPILL - "The best thing about the Earth is if you poke holes in it oil and gas come out." Kate Sheppard: "The Obama administration on Monday granted conditional approval to Shell to begin exploratory drilling in the Arctic, which the Department of the Interior's Bureau of Ocean Energy Management said would be 'subject to rigorous safety standards.' The approval will allow Shell Gulf of Mexico, Inc. to begin drilling this summer in the Chukchi Sea, off the northwest coast of Alaska. Shell's drilling plan proposes up to six wells in an area about 70 miles offshore. ;We have taken a thoughtful approach to carefully considering potential exploration in the Chukchi Sea, recognizing the significant environmental, social and ecological resources in the region and establishing high standards for the protection of this critical ecosystem, our Arctic communities, and the subsistence needs and cultural traditions of Alaska Natives,' BOEM Director Abigail Ross Hopper said in a statement." WHITE HOUSE RESPONDS TO SY HERSH OBL STORY - Just bear in mind here that Josh Earnest is a card-carrying Opus Dei member. Jen Bendery: "The White House on Monday dismissed new claims by journalist Seymour Hersh that the Obama administration lied about the way Osama bin Laden was killed in 2011. Hersh wrote in the London Review of Books over the weekend that the administration worked with Pakistani intelligence officials to kill bin Laden and that Pakistani military officials knew in advance about the planned raid on bin Laden's compound, which is contrary to President Barack Obama's claim that the U.S. acted alone. Hersh cited an anonymous "major U.S. source" for his information. White House Press Secretary Josh Earnest said Monday that there was next to nothing accurate about Hersh's piece. 'I can tell you that the Obama White House is not the only one to observe that the story is riddled with inaccuracies and outright falsehoods,' he said during his daily briefing. " [HuffPost]

As if the debate over TPP weren't enough of a goat rodeo, AIPAC is getting in on the action. Is there some way we can square-peg-round-hole Grover Norquist's tax pledge into this thing? "The trade bill amendments aim to discourage foreign governments -- in particular European ones -- from boycotting, divesting from or putting sanctions on commercial activity linked to Israel and 'Israeli-controlled territories.' They were inspired by the 'BDS movement,' which was started a decade ago by Palestinian activists to put economic pressure on Israel to change its dealings with the Palestinians. Opponents have a range of concerns with the amendments, which sailed through House and Senate committees. Some support the BDS movement, arguing it is a peaceful, grass-roots campaign that should not be targeted by U.S. trade law. Others, including some who oppose the BDS movement, are more worried about the legislation’s use of the phrase 'Israeli-controlled territories.' They argue it’s a veiled reference to Israeli settlements in the West Bank - and that its use is an attempt to use U.S. law to legitimize Israel’s control over disputed land that Palestinians claim for a future state." DAILY DELANEY DOWNER - The welfare reform law of 1996 and other policy changes resulted in safety net programs protecting 1 million fewer children from deep poverty in 2005, the Center on Budget and Policy Priorities reported Monday. "The largest single reason that the safety net protected fewer children against deep poverty in 2005 than in 1995 was the loss of cash assistance following the 1996 welfare overhaul," CBPP's Arloc Sherman and Danilo Trisi report. This is the welfare overhaul Paul Ryan and other Republicans want to replicate for every safety net program.

THE POLITICO-BILL SHUSTER WAR OVER BILL SHUSTER'S SCALP RAGES ON - And here we thought they had reached an armistice after that National Review counter-takedown got yanked. Everything is pointless. Anna Palmer, Jake Sherman and John Bresnahan: "For two decades, the [U.S. Virgin Island]'s top officials pushed to overturn an obscure regulation that limited the number of passengers on uninspected commercial charter boats to six. The regulation cost the islands hundreds of millions of dollars in tourism revenue and boosted the economy of its neighbor, the British Virgin Islands. In 2014, the territory finally found a friend in Washington: House Transportation and Infrastructure Chairman Bill Shuster. The Pennsylvania Republican championed a provision that doubled the number of passengers permitted to be on board. That same month, Shuster hosted a fundraiser and collected more than $33,000 in campaign contributions from Virgin Islands donors who had never given to him before. Several of the donors told POLITICO they donated to Shuster specifically because he worked to change the regulation." [Politico]

Mark Lagerkvist: "Chris Christie’s expense account tells a story of appetite and ambition, one that pits government waste versus the New Jersey governor’s waistline. Christie spent $360,000 from his state allowance during his five years in office. More than 80 percent of that money, or $300,000, was used to buy food, alcohol and desserts, according to a New Jersey Watchdog analysis of records released by the governor’s office. In addition to his $175,000 a year salary, the governor receives $95,000 a year in expense advances, paid quarterly by the state. In the state budget, it is listed as 'an allowance of funds not otherwise appropriated and used for official receptions on behalf of the state, the operation of an official residence, for other expenses.' While Christie returns surplus funds to the state each year, Treasury officials say he does not submit receipts or accounting for the public monies he spends." [New Jersey Watchdog]

Michael Steel is moving to Jeb Bush's campaign-in-waiting/establishment juggernaut, just as soon as he sorts through the press corps' congratulatory tweets: "A top aide to House Speaker John A. Boehner (R-Ohio) is moving to Florida to advise presumed GOP presidential contender Jeb Bush as he prepares to launch his campaign. But initially, Michael Steel, a longtime spokesman for the speaker, will be moving to Florida to take an advisory position with Right to Rise Policy Solutions, a policy-focused nonprofit advocacy group that can accept secret, unlimited donations from individuals and corporations. If Bush officially launches a presidential campaign, Steel would then join the campaign, according to people familiar with the plans." [WaPo]

RAND PAUL TO 'FILIBUSTER' PATRIOT ACT REAUTHORIZATION - The thing about permanent war is that it lasts longer than your ability to not pee. Igor Bobic: "Sen. Rand Paul (R-Ky.) said this week that he intends to mount a fight against the reauthorization of the Patriot Act, the post-Sept. 11 law that gives the National Security Agency much of its authority to conduct surveillance programs. 'I'm going to lead the charge in the next couple of weeks as the Patriot Act comes forward. We will be filibustering. We will be trying to stop it. We are not going to let them run over us,' Paul told the New Hampshire Union Leader on Monday. The Patriot Act expires June 1, but Congress must effectively renew the law by May 22nd because of a scheduled weeklong break. Paul, a civil libertarian who hopes to capture the 2016 Republican nomination for president, has consistently spoken against reauthorizing the law, going so far as to oppose a 2014 bill that would have ended controversial NSA phone record collection because it left the government's broad authority to conduct surveillance intact. It's unclear whether Paul plans to vote to block reauthorizing the surveillance law, or whether he intends to mount a traditional 'talking' filibuster that would eat up valuable time on the Senate floor." When the mild-mannered Minnesotan went after Mitt Romney in 2011 on 'Meet the Press,' reporters took note. But face-to-face on a debate stage, Pawlenty didn’t follow through. On Monday, May 18th at the Payne Whitney Mansion in Manhattan, The Huffington Post and hundreds of socially conscious individuals will come together to support REACT to FILM’s educational programs that have impacted over 16,000 middle and high school as well as college students. The night’s honorees include the Global Citizen Award winner RACING EXTINCTION director Louie Psihoyos, the REACT to FILM College Choice Award winner VIRUNGA director Orlando von Einsiedel, and the Educational Impact Award winner THE MASK YOU LIVE IN director Jennifer Siebel Newsom.

REACT to FILM is an educational nonprofit that focuses on exposing students to various social issues through documentary film, engaging them in critical conversation, and inspiring them to take action. The majority of the REACT to FILM Middle and High School Program's students are from a low socio-economic background and often are at risk. The REACT to FILM College Program creates national moments on dozens of college campuses twice a semester by training students to screen social issue docs to encourage debate and civic engagement. 100% of the proceeds from this fundraiser will directly benefit the educational programs.

George Zimmerman Shot in FL
George Zimmerman has been shot, according to Lake Mary Police Chief Steve Bracknell. He suffered a minor gunshot wound in a shooting incident involving two men. Zimmerman was acquitted for the 2012 shooting death of 17-year-old Trayvon Martin. A suspect who is in custody after the alleged shooting had crossed paths with Zimmerman before, The Daily Beast has learned.Matthew Apperson, 36, is currently being questioned by Lake Mary Police detectives over the alleged gunfight, authorities confirmed. Zimmerman and Apperson, a Winter Springs, Florida resident, had been in a similar "road rage" incident last September, Deputy Police Chief Collin Morgan told The Daily Beast in a phone interview. "[The suspect] was involved in another incident with George Zimmerman a while back," said Morgan. "That was another road rage incident some time ago."A weapon was flashed in the previous dustup between Zimmeman and the unidentified man, Morgan said. "A gun was displayed, but no shooting took place. No one got shot in that incident," Deputy Chief Morgan said.In today's attack, which took place around 1 p.m., Zimmerman suffered a bullet wound to the face, but Dept. Chief Morgan said "it doesn't appear to be a mortal wound.""It looks like he's going to survive it," he said.

Nun Says Tsarnaev Apologized
Sister Helen Prejean, the well-known death-penalty opponent, says she believes Boston Marathon bomber Dzhokhar Tsarnaev is "genuinely sorry" for his actions, even though he's never publicly apologized for them. "No one deserves to suffer like they [the bombing victims] did," he allegedly told her in recent days. Prejean revealed the statement Monday during testimony at a hearing in Boston, where a jury will sentence Tsarnaev for his conviction on 30 counts stemming from the April 2013 bombings, which left three dead and some 260 injured. Tsarnaev is facing the death penalty. "His face registered it. He kind of lowered his eyes," she testified. "[His voice] had pain it in. I had every reason to think that he was taking it in and he was genuinely sorry for what he did."

Pentagon Refutes al-Baghdadi Injury
Pentagon officials Monday refuted newfound assertions Abu Bakr al-Baghdadi, the leader of the self-proclaimed Islamic State, had been seriously injured in a coalition raid. During a briefing with reporters Army Col. Steven Warren, a Pentagon spokesman, said al Baghdadi continues to lead the group and that the U.S. military has no reason to believe he was injured in a coalition air strike."We have no updates to his status," Warren told reporters.Privately, a senior U.S. official said there was no evidence in the intelligence available that al-Baghdadi had been injured, but rather suggestions that he was alive, healthy, and actively leading the group.Yet defectors tell The Daily Beast that doctors had been brought to the Syrian city of Raqqa, where al-Baghdadi currently resides, to provide him medical care for shrapnel wounds in his spine that immobilized his left leg.Reports first emerged last month that al-Baghdadi had been injured during a coalition air strike March 18 in Iraq. First reported by the Guardian, at least one Iraqi official, Hisham al-Hashimi told the British newspaper that al-Baghdadi was "wounded in al-Baaj near the village of Umm al-Rous on 18 March with a group that was with him" in a three-car convoy.There have been several reports since then, with many asserting that a deputy, Abu Ala al-Afri, is leading operations. Other reports claim a bevy of leaders in the Shura Council are making operational decisions.

Christie Blew $300k on Food and Booze
The vast majority of New Jersey Gov. Chris Christie's expense account budget went to food and alcohol, according to an analysis of his ledger records by monitoring group New Jersey Watchdog. Records show shopping sprees averaging nearly $1,500 at Wegmans supermarkets, and $82,594 paid to the operator of a concession stand at MetLife Stadium. Christie gets $95,000 annually for expenses, on top of a $175,000 salary. He's spent roughly $360,000 from that expense budget, with $300,000 going to food, drinks, and desserts.Christie has a 35 percent approval rating among registered voters in New Jersey. This month, Port Authority executive David Wildstein, a Christie confidant and apointee, pleaded guilty to his role in Bridgegate, where local access lanes were closed in Fort Lee, New Jersey, as a means of political retribution. Christie still denies his role in closing off parts of the George Washington Bridge. In January, New Jersey Watchdog reported Christie was withholding details of his American Express travel bills totaling more than $800,000. More recently, a state judge ruled that Christie broke the law by cutting pension payments previously promised to public employees.

The popular competition show will end a 15-season run during which it became one of the most-watched shows on TV, but ratings have been steadily declining for years. Clinton Fund Battling Charity Watchdog
The Clinton Foundation has been engaged in a battle with Charity Navigator for over a month in an attempt to remove itself from a list of scandal-plagued charities, reports New York Magazine. According to the report, the issues began March 11, when Charity Navigator demanded that the foundation respond to allegations about improper donations and the like reported in media accounts. The watchdog group proposed a public response on its website, while the Clinton Foundation asked them to review documents confidentially—an offer the group declined. "Charity Navigator doesn't disclose its donors but we do and yet that means we're suffering the consequences," said acting CEO Maura Pally, accusing the group of a lack of transparency. Charity Navigator, on the other hand, says the Clintons want special treatment because of the important work they do.

Driverless Cars Keep Crashing
Nearly 10 percent of driverless cars on the roads of California have already gotten into accidents, according to the Associated Press. Out of almost 50 vehicles, two were involved in accidents while the automated driving feature was on, and two more while a human driver was in control, based on an accident report. But Google and Delphi said the incidents were not the fault of their cars, and a source familiar with the accident report told the AP that the driverless incidents occurred at speeds of less than 10 mph.

Hersh: White House Lied About bin Laden
A controversial report published Sunday contends that the White House lied about how the U.S. killed Osama bin Laden in a 2011 raid in Pakistan. Investigative journalist Seymour Hersh alleges President Barack Obama's official account of how the Navy SEALs killed bin Laden in a firefight was fabricated. Citing an unnamed senior intelligence official with knowledge of the raid, Hersh claims that bin Laden was not in hiding when U.S. agents located him, but had been held captive by Pakistan's Inter-Services Intelligence (ISI) since 2006. A former senior Pakistan intelligence officer allegedly alerted U.S. embassy personnel in exchange for $25 million, Hersh writes. The article also purports that "there was no firefight as they moved into the compound; the ISI guards had gone." Hersh's claims rely mostly on a single unnamed source, sources "inside Pakistan," and two consultants to Special Operations Command who had access to corroborating information.

Cuomo Orders Protection for Nail Workers
New York Gov. Andrew Cuomo announced an interagency task force to help protect nail salon workers Sunday night, following a two-part New York Times investigation about widespread abuse and mistreatment in the industry. Among other issues, the task force will conduct salon-by-salon investigations, institute new safety guidelines, and distribute informational materials. Under the new safety measures, manicurists will be required to wear gloves when working on customers, and salons will have to be ventilated and offer facial masks.
