Rosetta to Swoop Down on Comet in February

NASA Science News for Dec. 19, 2014

The European Space Agency's orbiting Rosetta spacecraft is expected to come within four miles of the surface of comet 67P/Churyumov–Gerasimenko in February 2015. The low flyby will be an opportunity for Rosetta to obtain imagery with a resolution of a few inches per pixel.

A big step toward future mass transit expansion

Yesterday the Sound Transit Board adopted an updated Long-Range Plan, the blueprint for how and where the regional transit system could expand in the future. This is an exciting milestone for Sound Transit and the Puget Sound region. Our region is growing, and adopting the Long-Range Plan allows us to advance the conversation about meeting rising demand.

Next year Sound Transit will begin shaping a regional Sound Transit 3 ballot measure by reaching out to the public to learn more about your priorities for system expansion and potential options. Following this process, the Board could forward a measure for voter consideration as soon as November 2016.

New express bus route, increased transit integration

The Board also approved next year’s plan for service implementation. The major change is the addition of a new bus route, ST Express 580, between Lakewood and Puyallup. This weekday peak-period service will be timed to meet Sounder trains at Puyallup Station. It will begin service in June 2015.

In preparation for opening Link light rail service to Capitol Hill and the University of Washington in early 2016, Sound Transit and King County Metro are working closely to integrate services for operational efficiencies. Together our staffs will develop proposals for an integrated bus-rail service network in this corridor that will be presented to the Sound Transit Board in mid-2015 and coordinated with King County Metro service change proposals. The agencies will conduct a joint public outreach process early next year.

2015 budget supports light rail extensions

Sound Transit’s Board-approved $1.2 billion budget for 2015 supports major light rail expansions, anticipates carrying more than 32 million riders and prepares for a future ballot measure for regional transit system expansion. Major light rail project funding in the 2015 budget includes:

  • $121 million to complete station construction, systems installation and testing for University Link, opening in early 2016;
  • $90.4 million for construction on the South 200th Link Extension, also opening in 2016;
  • $208 million for Northgate Link construction;
  • $143 million for East Link pre-construction work ; and
  • $16.3 million for Lynnwood Link to finish preliminary engineering and move into final design.

The budget also includes $19.7 million to replace 22 ST Express buses, including five new double-decker buses to be used on Snohomish County - Seattle routes, and to overhaul seven Sounder locomotive engines.

Holiday service schedule

Christmas Eve (Dec. 24): All buses and trains on regular schedules.

Christmas Day (Dec. 25): Link light rail on Sunday schedule. ST Express bus routes 512, 522, 535, 545, 550, 554, 560, 574, 577, 578 and 594 will run on Sunday schedule; other ST Express routes will not operate. Sounder trains will not operate.

New Year’s Eve (Dec. 31): ST Express buses and Sounder trains on regular schedules. Link and Tacoma Link will run later at night for holiday festivities.

New Year’s Day (Jan. 1): Link light rail on Sunday schedule. ST Express bus routes 512, 522, 535, 545, 550, 554, 560, 574, 577, 578 and 594 will run on Sunday schedule; other ST Express routes will not operate. Sounder trains will not operate.

As 2014 comes to a close, I want to thank you for your interest in and support for our work. We have had a very busy year and I am pleased our major projects continue to progress well. I am particularly pleased with our continued progress on the U Link extension that will allow us to open service to Capitol Hill and the University of Washington in early 2016.

The Sound Transit Board on Thursday:

  • Updated the agency’s Regional Transit Long-Range Plan to guide the long-term development of the regional high-capacity transportation system
  • Adopted the 2015 Service Implementation Plan, authorizing the chief executive officer to implement recommended service changes in 2015
  • Adopted an annual budget for the period from Jan. 1 through Dec. 31, 2015.
  • Amended the University Link Adopted 2014 Annual Budget from $146,865,783 to $208,689,716, and amended the Northgate Link Extension Adopted 2014 Annual Budget from $138,638,600 to $267,769,271
  • Amended the Adopted 2014 Budget in the amount of $3,089,925 to pay the City of Seattle for operations and maintenance of the First Hill Streetcar Connector, per the terms of the Funding and Cooperative Agreement with the City of Seattle for the Implementation of the First Hill Streetcar Connector Project as amended by the Board through Motion No. M2014-59
  • Authorized the chief executive officer to execute an operating agreement with the National Railroad Passenger Corporation to allow inter-city and inter-state passenger service to operate on the Sound Transit Lakeview owned rail corridor between Nisqually and Tacoma
  • Ratified the chief executive officer’s finding of the existence of an emergency regarding the discovery of problems with gear units and traction motors on Sound Transit’s fleet of light rail vehicles, and authorized the chief executive officer to increase the contingency with KINKISHARYO International, L.L.C./Mitsui & Co. (U.S.A.) Inc. Joint Venture for a sole source contract to provide the materials, labor and equipment necessary to complete the required repairs to Sound Transit’s fleet of light rail vehicles in the amount of $5,000,000, for a new total authorized contract amount not to exceed $250,570,841.
  • Authorized the chief executive officer to extend the existing interagency operations and maintenance agreement regarding Tacoma Dome Station Garage with Pierce Transit through March 31, 2015
  • Authorized the chief executive officer to execute a contract amendment with Turner Construction Company to increase the contingency for the construction of the Capitol Hill Station within the University Link Project in the amount of $5,000,000, for a new total authorized contract amount not to exceed $115,092,790
  • Authorized the chief executive officer to execute a contract amendment with Parsons Brinckerhoff, Inc. to provide planning services for development of a regional high capacity transit system plan in the amount of $5,676,607, with a 10% contingency of $567,661 totaling $6,244,268, for a new total authorized contract amount not to exceed $11,007,810
  • Authorized the chief executive officer to execute a five-year contract with two one-year options to extend with Universal Field Services, Inc. to provide acquisition, relocation, property management and other real estate related services for properties acquired or to be acquired for Sound Transit projects in the amount of $9,600,000, with a 10% contingency of $960,000, for a total authorized contract amount not to exceed $10,560,000
  • Amended Resolution No. R2012-18 to also authorize the chief executive officer to acquire certain real property interests as necessary for the Lynnwood Link Extension project, in addition to the previously authorized Northgate Link Extension

Sound Transit Board updates regional transit Long-Range Plan

On December 18th, the Sound Transit Board of Directors adopted an updated regional transit Long-Range Plan (LRP). The LRP is the agency’s vision for a high-capacity transit (HCT) system serving the urban areas of Snohomish, King, and Pierce counties. In the nine years since the LRP was last updated, we have seen our region grow rapidly and demand for regional transit has steadily increased. The updated LRP provides a menu of options for expanding the system over many years. Want to learn more about what's in the updated LRP? Information is available here.

What's next?

In 2015 and 2016 Sound Transit will begin engaging with local residents and jurisdictions to shape a ballot measure for consideration by the region’s voters as soon as November 2016. The Sound Transit Board is also asking the Washington State Legislature for new local revenue options that can be considered by voters.

Next year, Sound Transit is poised to begin a major public involvement effort to shape the Sound Transit 3 system plan. High-capacity transit investments are the best way - and in many cases the only way - to significantly expand transportation capacity in the state's most congested corridors as the region's population grows a projected 30 percent by 2040. Your involvement is needed to help shape the path forward. Stay tuned!

It took an insolent Hollywood comedy mocking the surreal character of North Korea's Kim Jong Un to awaken us to the dangers of a new code war, a war in which geopolitical and geo-cultural battles will be duked out in cyberspace. As Alec Ross, America's top digital diplomat when Hillary Clinton was secretary of state, writes this week in The WorldPost, "the weaponization of code is the most significant development in warfare since the weaponization of fissile material."

Other battles are also shaping up to determine the contours of our digital future. Lu Wei, China's Internet czar, makes his case for sovereign rule over cyberspace. Amy Chang examines how the Chinese campaign for "Internet sovereignty" will rupture the World Wide Web.

This week's Forgotten Fact notes the threat by North Korea's culture and film minister to "obliterate" American and Japanese movie studios that make fun of North Korea, and recalls other bizarre threats by that country in the past.

In a WorldPost editorial, we argue that China's one-party political system can only remain effective if it allows open expression "as an avenue of self-correction." From yet another angle, Enrique Dans writes from Madrid about "the sorry tale" of Google News shutting down its Spanish edition instead of agreeing to demands of newspapers to pay for links to content.

The look-the-other-way tolerance of jihadis in Pakistan has backfired badly, former Pakistani ambassador to the U.S., Husain Haqqani, writes in the wake of the Taliban massacre of schoolchildren in Peshawar this week. Writing from Karachi, Beena Sarwar also argues that Pakistan must discard its "good Taliban, bad Taliban" distinction. Bina Shah writes that, with everything from a surge of rapes in India to the kidnapping of schoolgirls by Boko Haram in Nigeria, women have been "the ultimate battleground" in 2014. U.N. envoy and former British Prime Minister Gordon Brown writes from Kinshasa that unaffordable school fees are stymying education in the Democratic Republic of the Congo.

Writing from Amman in the aftermath of the Peshawar school attack, Jordan's Queen Rania laments the spread of extremists who have "hijacked" Islam and calls for her fellow followers of the faith to condemn them. Writing from Nairobi, jurist George Kegoro writes that Al Shabaab in Kenya, like the Islamic State in the Middle East, is seeking to establish a "caliphate" through terror against non-Muslims.

Writing from Beijing, Dragonomics Managing Director Arthur Kroeber says the West must get rid of its illusions about China becoming democratic. President Xi, he observes, heads a strong, not fragile, party-ruled state that is here to stay. Former Hong Kong Governor and Oxford Chancellor Chris Patten hopes the West can get over its "obsession" with recent failures and stand up to "illiberal" states like Russia and China. Cheng Li and Lucy Xu explain why the Obama Administration is reluctant to embrace Xi's idea of a "new type of great power relations" that implies equality between China and America. A male journalist shout-asked whether President Obama would smoke a Cuban cigar, probably because he couldn't translate "what about your gaffes?" into Spanish fast enough. That led to a social media debate about gender disparities in media (actually, it was about ethics in blaming journalism). And the commander-in-chief said he wouldn't have pulled "The Interview" if he were a Sony executive. He didn't weigh in on Sony's "Smurfs" reboot, but we'll keep asking the tough questions you've come to expect from male journalists. This is HUFFPOST HILL for Friday, December 19th, 2014:

OBAMA TALKS CUBA AT PRESSER - Sabrina Siddiqui: "President Barack Obama on Friday defended his historic deal with Cuba and hit back at critics who said the decision overlooked the Castro regime's record on human rights. 'What I know deep in my bones is that when you have done the same thing for 50 years and nothing has changed, you should try something different if you want a different outcome,' Obama said during a televised news conference. 'And this gives us an opportunity for a different outcome.'... Obama said he did not anticipate any 'overnight changes' in the Cuban government's behavior, noting there would still be some actions that the U.S. would disagree with. But he added that was precisely why the two countries needed to restore ties, as it would provide the U.S. with 'a greater opportunity to have influence' in Cuba." [HuffPost]

President weighs in on Seth Rogengate: "President Obama on Friday said that the United States 'will respond proportionally' against North Korea for its cyberattacks on Sony Pictures, and criticized the studio for giving in to intimidation and pulling the satirical movie that provoked the attacks. Mr. Obama said the response would come 'at a place and time we choose,' but declined to be more specific about what it would be. He said that "we have been working out the range of options that will be presented to me.'" [NYT]

The president praised the work of Seth Rogen and James "Flacco." Slate quickly put up a web app that lets you Obamify your name.

MICHAEL BOGGS NOMINATION OFFICIALLY STALLS OUT - Jen Bendery: "Progressive groups and Democratic lawmakers fought all year to sink President Barack Obama's nominee Michael Boggs. And this week, they won. The Senate adjourned Tuesday without taking any action on Boggs' nomination to the U.S. District Court for the Northern District of Georgia. That means his nomination has expired and Obama will have to renominate him next year for Boggs to still have a shot at the lifetime post. NARAL Pro-Choice America, one of Boggs' biggest critics, has been celebrating all week… Obama has faced intense fire from his base for nominating Boggs. Abortion rights groups protested votes he took as a state legislator to create 'Choose Life' license plates and to post online the names of abortion providers at a time of high clinic violence." The way we debate now: "Sen. Rand Paul (R-Ky.) took to Twitter and Facebook to lambaste Sen. Marco Rubio (R-Fla.), who claimed Thursday on Fox News that his fellow Senate Foreign Relations Committee member 'has no idea what he's talking about' on Cuba. Paul came out in support of the Obama administration, which reached a historic accord with the communist island that included the release of U.S. Agency for International Development worker Alan Gross." HOW WE FINALLY GOT A SURGEON GENERAL - Shorter version: A lot of people had to die. Sabrina Siddiqui: "The momentum progressives were seeking showed up unexpectedly in early fall. The Ebola outbreak in West Africa began to make global headlines, and chaos ensued when a few cases showed up in the U.S… 'When that occurred, there was a public awakening about the need to have somebody with deep public health and medical knowledge inside the administration who would be able to guide the right approaches,' a Senate Democratic leadership aide told The Huffington Post. 'A lot of our outside allies used that moment to help drive that message, and ever since that point in time, maintain the pressure on the Senate to confirm Vivek.'... Murthy, who said he plans to focus on obesity and chronic disease rather than guns, personally sat down with lawmakers on both sides of the aisle to make his case. His appeal paid dividends, as Sens. Jon Tester (Mont.) and Mark Pryor (Ark.), key red state Democrats, publicly came out in his support in a key point leading up to the vote. Advocates said their strategy was to frame their message around public health and shift the focus away from guns." [HuffPost]

GOOOGLE SUES MISSISIPPI - Did you mean "Google Sues Mississippi"? Dana Liebelson: "Google is taking an attorney general to court on the grounds that his actions could threaten the freedom of the Internet. The tech giant sued Mississippi Attorney General Jim Hood (D) in a U.S. district court on Friday, alleging that his efforts to hold the search engine accountable for objectionable content online, such as illegal prescription drugs and pirated movies, violate federal law and are unconstitutional under the First and Fourth Amendments. The lawsuit claims that for the last 18 months, Hood has 'threatened to prosecute, sue, or investigate Google' unless it agreed to block content from its search engine, YouTube, and other platforms. Google aims to stop a 'punitive' subpoena that Hood sent Google on Oct. 27, 2014. In that 79-page demand, Hood accused Google of engaging in practices that were, 'unfair, deceptive, and misleading" and sought to hold the tech company accountable for facilitating illegal content. Hood requested extensive documentation related to Google's business practices.'" [HuffPost]

GROWING NUMBER OF AMERICANS SEE RACIAL TENSIONS AS TOP ISSUE - Surprisingly "ethics in gaming journalism" didn't make the top five. Igor Bobic. "The number of Americans who identify racism or race relations as the nation's top problem increased dramatically to 13 percent, according to a new Gallup survey, a figure not seen since the Rodney King verdict and subsequent Los Angeles riots in 1992. In November, only 1 percent of Americans cited racism or race relations as the biggest problem. The rise comes on the heels of several controversial incidents in Cleveland; Ferguson, Missouri; and Staten Island, New York, in which black men were killed by police officers. Last weekend, protesters marched across the country, including thousands in the nation's capital, to call for justice and decry racial discrimination." [HuffPost]

Seth Rogen fans take heart: "The Interview" will eventually make it to TV, the Internet and possibly theaters. The question is when.

Sony Pictures first needs to figure out how to recoup some of the estimated $80 million it spent making and marketing the comedy about a plot to kill North Korean leader Kim Jong Un. Some pundits are pushing the entertainment division of Tokyo-based Sony to make the movie available instantly online. That may not be the best way.

"These are uncharted waters," said Brian Kingman, a Glendale, California-based managing director at Arthur J. Gallagher & Co., which provides insurance to the entertainment industry. "Due to the streaming sources available now and home-video platforms, I find it really hard to believe the public will not eventually see this."
