Coming Clean On Torture Makes America Stronger, Not Weaker

The soft power of America's open society has once again come to the rescue of its hard power misadventures, this time by coming clean on the post-9/11 practice of torture. As China and several other countries intensify their crackdown on the Internet and open expression in general, the U.S. offers a lesson: honest criticism fortifies the legitimacy of government, not weakens it, because it assures an avenue for self-correction.

In The WorldPost this week, Sen. Dianne Feinstein, who led the charge as head of the Senate Intelligence Committee that released the controversial torture report, writes that "torture goes against the very soul of our country." Howard Fineman reports why Sen. John McCain, a leading Republican and POW during the Vietnam War, also believes torture is a "stain" on America's national honor -- and ineffective to boot.

As the world watched the news of the U.S. torture report take center stage, Brazil released its own torture report. We turn to that report in this week's Forgotten Fact series.

This week also marked the launch of HuffPost India. The WorldPost collaborated with the new international edition by cross-posting content for the common viewing of what Pawan Khera labels "the most connected diaspora: Indians." Kailash Satyarthi writes about "a child friendly world being within our reach" on the same day he jointly received the Nobel Peace Prize with Malala in Oslo. Urban planner Alykhan Mohamed brings India's jarring juxtapositions into focus by examining Modi's plan to build "smart cities" across the country, including in the holy city of Varanasi on the Ganges River, where LED sensors will detect pollution and cell towers will rise next to funeral pyres. Sanjay Sanghoee wonders whether Uber can reach its potential in India after a rape incident involving one of its drivers surfaces.

Moving to Europe, fallen Russian oligarch-turned-dissident Mikhail Khodorkovsky argues that Russian President Vladimir Putin is waging war on European values and that sanctions are a mistake if the aim is to change that. Mikhail Gorbachev worries that "we may not survive through these years" of renewed conflict between Russia and the West. Former German Foreign Minister and Green leader Joschka Fischer hails Chancellor Angela Merkel's stiff resistance to Russia's aggression in Ukraine. In an interview, Mathias Döpfner, who runs Germany's powerhouse publishing group, Axel Springer SE, sees a threat to Europe from another direction: Google.

In a new collaboration this week with the Los Angeles Times, The WorldPost published three parts of a powerful four-part investigative report on the harshly exploitative conditions of workers on the mega-farms in Mexico that export vegetables to U.S. supermarkets.

Kofi Annan and Ernesto Zedillo call for a global carbon tax this week as U.N climate negotiators gather in Lima, Peru to prepare for a new treaty to supplant the Kyoto Accord. Arriving in Lima on the heels of an agreement with China, U.S. Secretary of State John Kerry says that "no single country" can deal with climate change on its own.

In a whimsical report, WorldPost Middle East Correspondent Sophia Jones chronicles in photos the adventures across Cairo's cityscape of a man dressed in a Spider-Man outfit. UPDATE: Central Link light rail service is temporarily interrupted between SODO, Beacon Hill and Mount Baker Stations

Central Link light rail service is temporarily interrupted due to a blockage at Becon Hill Station.


Link trains are not operating in either direction between SODO, Beacon Hill and Mount Baker stations. 


Heading north toward downtown Seattle, board the Metro-operated Link Shuttle bus Route 97 southbound on Rainier Av S at S Forest St adjacent to Mount Baker station and transfer to the Link train at SODO Station.


Heading south toward SeaTac Airport, board the Metro-operated Link Shuttle bus Route 97 on SODO Busway at S Lander St adjacent to SODO Station and transfer to the Link train at Mount Baker Station.


Metro-operated Link Shuttle bus Route 97 will also serve Beacon Hill Station.


Trains are operating normally, but with possible delays, between the downtown Transit Tunnel and SODO Station and between Mount Baker and SeaTac Stations in both directions.

Sound Transit CEO Report

Clean financial audit

We were pleased to hear that Sound Transit recently received a clean Report on Accountability from the Washington State Auditor’s Office. This independent audit, which was for the year 2013 and was released earlier this month, looked at our compliance with state laws and regulations as well as our own policies, procedures and internal controls.

The state auditors looked at such areas as Sound Transit’s financial condition, our compliance with conflict of interest and ethics laws and procurement, payroll and our travel card program.

Mudslides and Seahawks

Unfortunately, mudslides continue to be an issue on our Sounder north line. On Wednesday evening, a slide came down in front of a Sounder train heading into Everett. Mud slid onto the tracks immediately in front of the train, which came to an emergency stop in the shallow mud and vegetation. There were no injuries or damage to the train equipment. The train waited about an hour while inspectors evaluated the conditions. Then the train proceeded slowly to Everett Station, pushing the debris off the tracks.

The slide knocked out north line service the rest of the week and we decided to cancel the Seahawks train that was scheduled to run this Sunday between Everett and Seattle. The forecast for new storms was making more slides likely and we didn’t want riders to be stranded trying to get back home. And then another slide hit this morning near Edmonds. The Sounder Seahawks trains on the south line between Lakewood and Seattle will run Sunday as planned.

We appreciate the patience of our riders when slides occur. Fortunately, during the shutdowns we are able to provide direct bus service from the train stations into Seattle and back.

The slide Wednesday was about a mile south of Everett and was the third in the Everett area this season. This part of the corridor is one of six project areas identified for the federally funded slope mitigation efforts underway by the state Department of Transportation and the BNSF Railway Company. Two slope mitigation projects near Edmonds and Mukilteo were completed in March and design on the remaining four is complete. The state DOT, BNSF and the City of Everett are discussing when to begin construction on the third project. Meanwhile, the state DOT is awaiting additional funding to begin construction on the remaining three projects.


South 200th update

Construction on the South 200th Link Extension is going well and remains on target to open in the fall of 2016. The Sound Transit Capital Committee on Thursday heard an update on the extension, which includes the Angle Lake Station, a 1,050-stall parking garage, retail space and local transit service connections. The 1.6-mile extension runs between Sea-Tac Airport and South 200th.

Overall, the project is about 44 percent complete.

Lock-on Tacoma

One of the interesting and interactive parts of the Sound Transit system is our public artwork. Our art program, called STart, features world-class artworks by nationally renowned artists as well as emerging public artists. Many live in our region.

One of those local artists is Diane Hansen of Tacoma. We featured her artwork, Lock-on Tacoma, in a video that’s now available on our Facebook page and Website. The video shows how Hansen turned an ordinary pedestrian passageway into a work of art. You can view it here.

The Sound Transit Capital Committee on Thursday:

  • Forwarded the Project Delivery portion of the Proposed 2015 Budget and the Proposed 2015 Transit Improvement Plan, including any amendments approved by the Committee, to the Board of Directors for consideration.

  • Approved an agreement with the joint venture of Stacy and Witbeck/Atkinson Construction to provide pre-construction services for the Downtown Bellevue to Spring District contract within the East Link Extension in the amount of $2,510,215, with a contingency of $251,022, for a total authorized contract amount not to exceed $2,761,237.

  • Approved a Task Order to Agreement GCA 3536 with the Washington State Department of Transportation for professional services and support to the State-appointed Expert Review Panel performed by WSDOT and its consultant(s) during the development of a regional high capacity transit system plan in the amount of $402,050, with a 10 percent contingency of $40,205, for a total authorized task order amount not to exceed $442,255.

The moment has arrived. We have secured THE one, THE only, THE official list of 10 places to travel in 2015. And the first place we should go, according to experts? The ONE place we should ALL visit? ...is Queens, New York.

We said we wanted to travel like the royals, but a royally named pizza borough isn't quite what we had in mind.

At least we're allowed to be shirtless when we visit. Bottomless pizza with topless humans sounds like our kind of vacation.

And now, three airfare "secrets" we suddenly "uncovered" this week (and seem to "suddenly uncover" quite often, really): 1. You should book flights ahead of your departure date. (Shocking!) 2. Travel agents can help you book trips. (Gasp!) 3. Delta isn't the best airline on Earth. (What?!)

In all this confusion, only one thing remains clear: a lake in Slovakia.

This winter chill has put us on edge... the edge of an Italian cliff, that is. Happy weekend, travelers!

Earth is passing through a stream of debris from "rock comet" 3200 Phaethon, source of the annual Geminid meteor shower. Forecasters expect as many as 120 meteors per hour when the shower peaks on Dec. 13-14.

Last Friday, Sound Transit, Capitol Hill Chamber, nonprofits, artists and neighbors joined together for a lighting ceremony. This project honors Capitol Hill nonprofits by pairing them with an artist, who uses inspiration from the work they do, to create a custom STar. STars on Broadway will stay lit at East John Street and Broadway through the dark winter nights.

As a child, Joe Biden once threatened to straight up kill someone's son, though he's always struck us as more of a "knuckle sandwich" kind of guy. The Pope says dogs go to Heaven, so it might be that Seamus Romney isn't truly lost. And Maureen Dowd denied that she shared a copy of her column to a subject before it was published, but she didn't issue a denial in the form of an imagined conversation between Humphrey Bogart and Lauren Bacall. This is HUFFPOST HILL for Friday, December 12th, 2014:

SENATE MIGHT HANG AROUND - Burgess Everett and Manu Raju: "Senior Senate Democratic aides said Friday that the chamber almost certainly will return to session next week to finish a laundry list of unfinished items before their party hands the reins of the chamber over to the GOP. The $1.1 trillion spending bill approved by the House to keep the government funded is expected to soon become law once the Senate acts. On Friday afternoon, the House quietly passed a stop-gap measure to keep federal agencies afloat until Dec. 17, giving the Senate more breathing room to jump through procedural hurdles amid concerns from the right and the left." [Politico]

GOP TRYING TO STOP LAME DUCK CONFIRMATION VOTES - ::Mitch McConnell puts hand on Harry Reid's Arm:: "Waddya say, Harry? One more roadblock for old time's sake?" ::Single tear trickles down face:: The Hill: "Senate Republicans are throwing up obstacles to Senate Majority Leader Harry Reid's (D-Nev.) plans to confirm a batch of executive and judicial branch nominees this weekend. Sen. Chuck Grassley (Iowa), the ranking Republican on the Judiciary Committee, said if Reid wants to confirm 12 pending federal district judges, he will have to run them through the regular floor process, which could take days. Grassley noted that Republicans don't have enough votes to block the judicial nominees but they can drag out the process, which may force Reid to bring the Senate in next week if he wants to get the job done." COMMUNICATION BREAKDOWN DURING CROMNIBUS NEGOTIATIONS - Sam Stein and Amanda Terkel: "Lawmakers in the House and progressive advocates identified several concerns about the crafting of the omnibus. Leadership in that chamber was not heavily consulted on the package prior to its introduction, which explains the initial shock over the campaign finance provision. During negotiations, one House Democratic member said, Senate leadership initially presented the proposal as a "small increase in the caps for the convention," which caucus members said they could live with. But when the bill's final language came out, it included a major hike in the caps for giving to several party functions...Moreover, when it came time to whip votes for the measure, House Democrats were left without much instruction. It wasn't until hours before the vote that the administration made it publicly known that it wanted the bill passed. And, according to lawmakers, there was little outreach from the White House until things appeared to be falling apart. Chief of Staff Denis McDonough, who was dispatched to the Hill to secure "yeas," had not been engaged on the omnibus prior to then, his time having been devoted to the release of the CIA torture report in the Senate." NANCY PELOSI ENDORSES DC POT LOOPHOLE - Republicans are trying to thwart legal weed in the District of Columbia, but House Minority Leader Nancy Pelosi (D-Calif.) thinks the plant still has a fighting chance. The "cromnibus" spending bill that the House of Representatives passed Thursday is supposed to stop the marijuana legalization approved by D.C. voters in November, but Pelosi agrees with the congressional Democrats who say there's a loophole, her spokesman Drew Hammill told The Huffington Post on Friday. AMERICANS DIVIDED ON TORTURE - Though when a sample group's worst regular experience is "having to unplug and plug the WiFi router," it's no surprise they can't empathize. Ariel Edwards-Levy: "Americans are more likely than not to say torture is sometimes justified, but are less likely to support some of the specific tactics used against detainees by the CIA, a new HuffPost/YouGov poll finds. The survey comes in the wake of a 500-page Senate Intelligence Committee report on the CIA's post-9/11 torture program, released this Tuesday, which found harsh interrogation tactics were widespread and rarely effective. The report concluded that, contrary to the CIA's claims -- and the belief of 48 percent of Americans -- the use of torture almost certainly didn't help locate Osama bin Laden. Most Americans say they've heard about the report, and a majority of Americans agree with Republicans who have said the details in the report will hurt the country's image abroad, and say that making the report public does more harm to American interests than the actual use of torture does." In his private musings, Romney has sounded less than upbeat about most of the potential candidates in the 2016 Republican field, according to the people who've spoken with him, all of whom asked for anonymity in order to speak freely. He has assessed various people's strengths and weaknesses dispassionately, wearing what one ally called his "consultant cap" to measure the field. He has said, among other things, that Jeb Bush, the former Florida governor, would run into problems because of his business dealings, his work with the investment banks Lehman Brothers and Barclays, and his private equity investments." Spin: "In another round of disturbing news about Creed frontman Scott Stapp, the singer has allegedly threatened to assassinate President Barack Obama. In a 911 call — released by TMZ — Stapp's wife, Jaclyn, and his sister-in-law allege he'd gone missing from a mental health facility late last month, fleeing shirtless on a bike while claiming to be a CIA agent whose mission it was to kill the President. Jaclyn also tells the dispatcher that before her husband took off, he printed out hundreds of CIA documents found on the Internet and put them in a backpack. The exchanges were uncovered in a trove of Pascal's emails released as part of a massive hack on Sony carried out by the group known as 'Guardians of Peace.'... Dowd quoted Pascal as saying women received 'paltry' salaries compared to men in Hollywood. Pascal, according to leaked salary data from the hack, is tied for the highest earning executive at Sony Pictures with Sony Entertainment CEO Michael Lynton.
